Position Overview / Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

  • Serves as Chief of the Ft. Myers Permits Section, administering and directing the U.S. Army Corps of Engineers Regulatory Program across multiple geographic areas in Florida to protect aquatic resources and ensure activities comply with environmental, social, and economic public interest standards.
  • Provides strategic leadership by aligning Section goals with District, Division, and Branch priorities, fostering an inclusive and diverse workforce, and leveraging technology to improve productivity, decision quality, and program effectiveness.
  • Exercises supervisory authority over professional staff, including workforce planning, recruitment, performance management, employee relations, training, discipline, and recognition, while ensuring positions are accurately described and properly classified.
  • Manages budgets and resources using sound business and financial practices, establishes internal controls to prevent fraud, waste, and abuse, and plans for workload fluctuations and emergency regulatory requirements.
  • Oversees execution of the Corps Regulatory Program, interpreting and implementing complex laws, regulations, and policies governing activities in waters of the United States, including wetlands and special aquatic sites.
  • Reviews and participates in high‑visibility, complex, and controversial permit decisions with significant environmental, economic, and political implications, often involving senior public officials, organized interest groups, and legal representatives.
  • Serves as the primary point of contact and negotiator with federal, state, and local agencies, applicants, consultants, and public interest groups, persuading stakeholders to comply with regulatory requirements and resolve conflicts while avoiding escalation or litigation.
  • Leads continuous improvement of regulatory processes and procedures, integrating scientific, engineering, legal, and socio‑economic considerations to ensure effective, efficient, and defensible administration of the Regulatory Program.
Other Conditions and Requirements

One year of specialized experience equivalent to the GS‑12 level that includes leading and managing a regulatory or environmental permitting program involving complex activities in waters of the United States; supervising and evaluating professional staff; planning and allocating resources and budgets; interpreting and applying environmental laws, regulations, and policies; reviewing and making high‑visibility, complex permit or enforcement decisions with significant environmental, economic, and political impacts;

coordinating and negotiating with federal, state, and local agencies, regulated entities, and public interest groups; and resolving controversial issues through effective communication, persuasion, and conflict resolution to ensure program objectives and compliance with statutory requirements are achieved.
