Job Title
Under the general direction of the designated supervisor, responsible for overseeing crew activities in the operation of heavy and light equipment in a safe and conscientious manner while performing routine maintenance and construction of underground utilities. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Supervises the activities of designated equipment operators and service workers. Responsibilities include scheduling, planning, assigning, and directing work, addressing complaints, and resolving problems.
Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

Duties/ResponsibilitiesResponsible for jobsite safety and crew activities in the absence of the supervisor.
Operate heavy equipment, as required.
Drive motor vehicles.
Follow complex instructions given by the supervisor.
Maintain accurate paperwork, as required including, but not limited to the processing of work orders.
Responsible for the maintenance of equipment.
Performs after hour service as assigned.
Must participate in on-call duty.
This position requires regular and reliable attendance and the employee's physical presence at the workplace.
Performs other duties as assigned.
Knowledge, Skills, and AbilitiesKnowledgeable in various types of semi-skilled manual work performed in maintenance and repair of municipal storm water systems, irrigation, roadways, and/or related structures.
Knowledgeable in various types of manual, gas, or diesel powered equipment employed in maintenance and repair of municipal storm water systems, irrigation, roadways, and/or related structures.
Knowledgeable in occupational safety rules, practices and personal protective equipment associated with performing duties using heavy equipment, in traffic and in adverse weather conditions.
Knowledgeable in the City and State rules, regulations, and protocols.
Skilled in the safe use and operation of various maintenance and repair tools and light gas or diesel powered equipment.
Ability to establish and maintain effective working relationships.
Ability to adapt to performing under frequent deadlines and/or in response to emergencies.
Ability to operate necessary equipment, including grade-all, backhoe, scat back, 10-wheeler truck, box blade, dump truck with tandem trailer attached, broom tractor, vacuum/jetter truck bush hog, slope mower, asphalt patch truck, bulldozer, cat loader, dump trucks, walking mobile excavator (spider) and flatbed truck.
Ability to follow and give both oral and written directions.
Ability to recognize and address common safety issues in the field.
Ability to detect improper functioning mechanical systems
Ability to effectively use devices such as a computer and tablet.
Minimum RequirementsHigh School diploma or GED
Four years' experience in the operation of heavy equipment or related work
Certification, License andSpecial Requirements
Department of Transportation (D.O.T.) Mandatory Drug/Alcohol Testing required.
A valid Florida Class "A" Commercial Driver's License with tanker endorsement with an acceptable driving record, or be able to obtain within 12 months of hire date.
Must possess Maintenance of Traffic (MOT) Intermediate Certification approved by the Florida Department of Transportation (FDOT) or be able to obtain within 6 months of hire date.
