Family and Community Partnership Manager

The Agricultural and Labor Program, Inc. (The ALPI) is a private, non-profit, community-based agency that provides services to migrants, seasonal farm workers, disadvantaged and disenfranchised children, individuals and families, in the State of Florida. The ALPI encourages the involvement of individuals served in decision-making processes affecting their lives. The ALPI was established in 1968 with five underlying principles that guides all its activities: involvement of people, emphasis on long term accomplishments rather than promises, assurances of economic viability, emphasis on self-help, and a sound, integrated, total systems approach.

In conceptualizing the ALPI overall program, five main areas of activity continue to emerge: employment and income, organization development and support, housing, community relations and support, education, health, social services.

The ALPI is a certified Child/Adult Care Food Program agency. Through this program, ALPI provides nutrition and meal services for Head Start and Child Care Program participants and certifies private child care providers to participate in the program. The ALPI will continue to follow its mission of helping and advocating for those affected by poverty, as well as continue our commitment to bridging gaps that hinder self-sufficiency.

The Family and Community Partnerships Manager reports to the Division Deputy Director. Responsible for management oversight of family and community partnerships including parent activities; planning, development, and implementation of operational procedures for family and community partnerships; eligibility, recruitment, selection, enrollment, and attendance. Implements the program's management systems and procedures, i.e., involving families, planning, communication, record keeping, ongoing monitoring and self-assessment. This work is performed under the supervision of the Child Development & Family Services Division Deputy Director and reviewed through monitoring, conferences, reports and evaluation of program area results.

Essential duties and responsibilities include the following: develop and implement program's policies and procedures in the areas of ERSEA, and Family & Community Partnerships. Develop, implement, and evaluate strategies that allow for the creation of a process of collaborative partnership building with parents to establish mutual trust and to identify family goals, strengths, and necessary services and other support. Develop, implement, and evaluates strategies to identify and continually access, either directly or through referrals, services and resources that are responsive to each family's interest and goals;

i.e. emergency or crisis assistance, intervention activities, and continuing education. Ensure that each family has a confidential case record indicating contact, referrals, counseling and services needed and received. Works closely with Family Support Services Coordinators to monitor and track the activities by recording, updating, and submitting activities through a data base and record-keeping to facilitate the performance and results of the Head Start/ Early Head Start program.

Monitor the development and maintenance of updated Family Partnership Agreements. Meets with parents, social service agencies and other concerned organizations to develop an accurate assessment of the local community to support family goals. Assist Child Development Services Manager in identifying and assessing the training needs of parents and coordinate parent involvement activities in education, health, nutrition and mental health education.

Facilitate the development of a yearly training calendar for parents. Works with managers and Specialist to provide appropriate training to include child abuse and neglect. Direct and coordinate with program to provide services to families in need. Monitors the recruitment, screening and enrollment of eligible children in the Head Start/Early Head Start program. Ensure the completion of all agency documents required for enrollment and forwards for input into data entry.

Assist with the implementation of transition services. Coordinate the parent involvement in home visits. Meet with program staff regularly to coordinate efforts to implement performance standards. Identify and recruit community members, agencies, clubs, organizations, & private and public providers to develop a partnership with Head Start/Early Head Start to strengthen available resources and participate on an Advisory Council. Maintain updated information on community resources and distributes a Resources Guide for the parents.

Monitor daily attendance and ensures contacts with parents regarding attendance (after 3 consecutive days). Monitor the intervention of emergency/crisis situations, within twenty-four (24) hours of detection as an advocate for clients.
