Responsibilities- Formulate and administer company policies, and develop long‑range strategic goals and objectives for civil operations.
- Review and analyze project activities, operational costs, utilization rates, and performance data to ensure progress toward objectives.
- Prepare and submit operational and regulatory reports in accordance with company policy and government requirements.
- Represent the company at public meetings, civic organizations, and charitable activities to enhance visibility and engagement.
- Track project progress, ensure billing accuracy, and maintain high standards of quality control and client satisfaction.
- Ensure collection of overdue accounts and support accounts receivable processes.
- Oversee and monitor performance of project teams and resources through regular inspections, reports, and client feedback.
- Meet with current and prospective clients, present proposals, develop solutions, and negotiate contracts.
- Manage equipment utilization and ensure all assets are properly maintained and available.
- Allocate resources, approve expenditures, and obligate the company in line with board authorizations.
- Serve as project manager for select projects and support other project managers as needed.
- Uphold and model the company’s mission, culture, and core values in all actions and decisions.
- Manage a team of 3‑10 employees, including hiring, training, supervision, and performance evaluations.
- Bachelor’s degree in Civil Engineering or closely related field;
Master’s degree preferred. - Licensed Professional Engineer (PE) in Arkansas, with ability to obtain additional state licenses as required.
- 10+ years of progressive experience in civil engineering, land development, and team leadership roles.
- Demonstrated expertise in project management, infrastructure design, site/civil development, and regulatory compliance.
- Proficiency with AutoCAD / Civil 3D and related civil engineering software.
- Strong leadership, organizational, and analytical skills.
- Experience with budget management, cost control, and P&L responsibility.
- Valid driver’s license and willingness to travel up to 50% of the time.
- Master’s degree (MA/MS) in Civil Engineering or related discipline.
- Experience leading multi‑site operations and cross‑functional project teams.
- Background in survey operations, structural or transportation engineering, and stormwater management.
- Track record of business development, proposal writing, and contract negotiation.
- Knowledge of ESOP and employee‑driven ownership cultures.
- Active involvement in civic organizations or professional engineering associations.
- Commitment to staff development and employee mentorship initiatives.
