Responsibilities
- Serve as a Construction Control Representative that performs quality assurance and COR duties.
- Provide technical administration, inspection, control and acceptance of assigned work performed under contract of new construction, maintenance and repair, and service‑type contracts supported by the Directorate of Public Works (DPW).
- Represent DPW to military and civilian personnel, other agencies, contractors, commanders, public agencies, Corps of Engineers‑District Engineer representatives, etc. to facilitate construction controls.
- Review drawings and specifications to become familiar with construction plan and specifications in order to determine feasibility of project; compatibility with existing facilities; availability of materials; and, to identify potential problems.
- Develop cost estimates for changes to construction plans and specifications and performs negotiations that would impact the contractor or their representatives.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain, possess and maintain a valid driver’s license.
- Required to complete a Financial Disclosure Statement, OGE-450 upon entering the position and annually in accordance with DoD Directive 5500‑7‑R, Joint Ethics Regulation.
- A pre‑employment physical is required; and, additional follow‑up physical exams are required every two (2) years.
- Position requires lifting up to 40 lbs.
- Required to observe established safe working procedures; and, wear appropriate protective clothing and/or equipment to minimize or eliminate hazardous conditions.
- Required to successfully complete Contracting Officer’s Representative (COR) training IAW DoDI 5000.72.
- Position requires work in close and confined areas.
- Position may require approximately 5 % TDY/travel.
- Incumbent may be required to serve a probationary period.
- Position requires the ability to stand, walk, crawl, stoop, and bend for long periods of time.
- Position requires the ability to climb ladders, scaffolds, and stairs.

Specialized Experience (GS‑08):
One year of specialized experience which includes:
- Provides oversight of service contracts such as refuse, custodial, washers and dryers, grounds maintenance, etc.
- Conducting construction activities such as erection, demolition, assembling, altering, installing or equipping of buildings, structures, roads or appurtenances.
- Reporting potential problems in service contracts to supervisor.
Education:
One and a half years of graduate level education in a field directly related to the work of the position.

Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (computed as described).
Specialized Experience (GS‑09):
One year of specialized experience which includes:
- Investigating construction, materials, and/or workmanship for adherence to plans/specifications.
- Reviewing drawings/specifications for construction plans.
- Reviewing contractor submittals.
