Responsibilities
- Serve as program manager for one or more environmental programs.
- Assure technical adequacy and compliance of installation plans, programs, and policies for assigned environmental programs.
- Provide expert advice/technical assistance concerning local, state, federal, DOD, and Army environmental laws, regulations, policies, and directives concerning management and environmental processes.
- Advise the Installation Commander, Director of Public Works, and higher officials on environmental problems that may affect the installation's ongoing mission.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven.
- Requires use of protective clothing and/or equipment to minimize or eliminate hazardous conditions.
- A pre‑employment physical is required.
- TDY travel is occasionally required.
- Incumbent must be able to lift up to 25 pounds.
- Incumbent may have to serve a probationary period.
- Eligibility
:
Candidates must be U.S. citizens. Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration. Proof of citizenship must be provided. - Education
:- Basic requirement:
Bachelor’s degree or higher in engineering from an ABET‑accredited program, or a degree that includes at least differential and integral calculus and courses in five of the seven listed engineering science or physics areas. - OR Combination of
Education and Experience:
College‑level education, training, or technical experience that demonstrates thorough knowledge of physical and mathematical sciences and a good understanding of engineering sciences and techniques.
- Basic requirement:
- Professional Registration or Licensure
:- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by an approved state, the District of Columbia, Guam, or Puerto Rico.
- Successfully passed the Fundamentals of Engineering (FE) examination or equivalent written test required for professional registration.
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the specified courses.
- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field with at least one year of professional engineering experience under supervision.
- Specialized Experience
:
One year of experience in environmental assessments, pollution prevention, waste minimization, and managing complex environmental restoration projects. Substitution of education for required experience is not permitted. - Additional Requirements
:- Direct deposit for pay is required.
- One year trial/probationary period may be required.
- Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.
- Permanent Change of Station (PCS) costs may be authorized.
- Recruitment and relocation incentives may be authorized.
- Student loan repayment may be authorized.
- Salary negotiations for candidates new to Federal service may be authorized.
- Credit for prior non‑Federal experience and certain military service for leave accrual rates may be authorized.
