Under the direction of the Assistant Director of Training & Security, the Special Deputy/Bailiff provides for the safety of all staff, offenders and visitors in and around the Allen County Juvenile Center and the regional probation offices and enforces all rules and regulations of the agency and individual programs ensuring compliance by all persons entering the buildings. This position is covered under the Superior Court Employee Handbook.

This is an employee-at-will position.

ESSENTIAL FUNCTIONS
  • Acts as the first responder to any threat or danger to staff, offenders, visitors, or the building. Visually inspects all persons entering ACJC and/or regional field offices and removes anyone who possesses a danger. Operates x-ray machine and hand metal detectors, as well as conducts pat down searches as deemed appropriate to ensure the person does not possess weapons, contraband and/or other illegal or prohibited items.
  • Provides security and bailiff duties for assigned courtrooms. Responsible for notifying parties of hearing location and delivering juveniles to the appropriate courtroom. Calls cases to Court and issues personal property to parents/legal guardians. Assists with taking juveniles and adults into custody per Court Order.
  • Monitors distress panels and responds to distress calls. Responds to conflicts between juveniles and/or adults within the center, sometimes using physical restraint. Responds first to medical emergencies in public areas and provides appropriate actions. Call 911 and escorts emergency personnel.
  • Monitors ACJC and/or regional field office buildings using video surveillance and/or visually inspects the buildings to ensure safety and compliance to buildings and program rules.
  • Answers telephone and greets clients and their families; determines nature of calls and/or office visits and provides assistance and/or refers call and/or visitors to appropriate person; monitors lobby and supervises juveniles and their families as they wait for probation appointments; maintains order in the lobby and addresses issues as necessary.
  • Actively supports probation officers with crisis intervention matters when confronted with volatile family and juvenile delinquency situations; assists probation officers with supervising juveniles doing community service work at the office; documents contacts/information from clients and/or family if probation officers are not available.
  • Responsible for entering appropriate information into Quest case management system including juvenile and attorney check‑in and visitor log. Issues and documents Probation and Detention release forms. Continually updates files and records in the Quest system to reflect changes in status and/or personal history and shreds outdated confidential information; scans outside correspondence into Quest; enters drug screen information into Quest.
  • Notifies warrants of adult custody, transport needs, and escorts the adult to sally‑port for transport. Assists with transporting juveniles outside of the building for court and/or medical appointments.
  • Maintains weapon lockers in security office. Required to qualify and carry County issued firearm and/or an electroshock weapon such as a “Taser”.
  • Assists in the collection of urine samples and/or alcohol breath tests upon the request of the Judicial Officer and/or Probation Department.
  • Receives items for juveniles such as medication, glasses, retainers, HSE or stamp money, and provides receipts for items received.
  • Manages office supplies and submits orders as needed; manages office equipment and notifies supervisor if maintenance needed; assists probation officers with day to day office maintenance which may require minor cleaning such as vacuuming, dusting, emptying trash, wiping down kitchen and/or bathrooms, etc.
