Program Manager I – Utility Engineering Project Coordination (Part-Time)
Schedule:
Up to 29 hours per week
You're the connector who sees the big picture, solves the conflicts before they happen, and keeps complex projects moving forward.
What You'll DoYou'll lead coordination across City Utilities Engineering projects, reviewing plans, resolving conflicts, and ensuring infrastructure, standards, and timelines all align. This role sits at the center of engineering, construction, and community impact.
Key Responsibilities- Review and coordinate proposed projects to ensure alignment with City Utilities infrastructure, policies, and standards
- Identify conflicts with water, sewer, and stormwater systems and develop practical engineering solutions
- Partner with City, County, INDOT, and utility providers to resolve project impacts and maintain compliance
- Support construction activities including field visits, inspections, documentation, and project closeout
- Manage project data, budgets, schedules, and reporting using PMIS and GIS systems
- Provide direction and oversight to assigned staff
- Participate in hiring, training, and performance management
- Support employee development and address performance concerns as needed
- Bachelor's degree in Civil Engineering, Construction Engineering, or related field (or equivalent experience)
- Five (5) years of experience in utilities, public works, or consulting engineering
- Experience with water distribution, sewer systems, stormwater, and capital improvement projects
- Strong ability to manage multiple priorities, solve problems, and work across departments
- Construction Document Technician (CDT) certification (or ability to obtain within 18 months)
- Knowledge of GIS systems (ESRI preferred) and asset management practices
- Familiarity with project management systems and engineering standards (10 State Standards)
- Strong understanding of infrastructure planning, design, and construction coordination
- Ability to interpret plans, specifications, and engineering data
- Play a direct role in shaping infrastructure that supports the community every day
