Role Overview :
  • Provides input and direction to INDOT project managers as to what extent of utility / railroad coordination will be needed and how it will affect the schedule of construction for the highway work.
  • Arrange meetings or phone conversations as necessary with department designers, consultants, utility / railroad officials, along with cities and counties to determine the scope of work, financial obligations, traffic control, and other issues relevant to the project.
  • Participates in diagnostic team reviews that identifies appropriate utility relocation, railroad grade crossing treatments, and recommendations for statewide policies and procedures.
  • Reviews highway plans and identifies and provides solutions to the project manager concerning any potential conflicts involving utility and railroad crossings.
  • Provides solutions to INDOT project managers and external consultants as necessary, advising them of current utility and railroad processes as well as applicable federal and state statutes that must be followed when working with them.
  • Participates in stakeholder visits, site visits, field assessments, and construction inspections.
  • Respond immediately to INDOT project construction issues involving utilities and railroads as they arise for successful resolution to meet the schedule of the project.
  • Ensures efficient delivery of coordination documents, such as certifications, special provisions, agreements, and relocation work plans.
  • Formulates and assists with negotiations of agreements required for projects that impact utility relocations and railroad operations.
  • Tracks progress of assigned projects assigned and assist with tasks as necessary to ensure project completion.

This position is with INDOT's Fort Wayne District.

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day in the Life:
  • Establish program objectives, KPIs, and actions to achieve them.
  • Develop, update, and monitor all policies and procedures related to the program area.
  • Interpret and explain policies, rules, regulations, or laws to leadership or customers.
  • Implement corrective action plans to solve program problems.
  • Analyze, prepare, and disseminate monthly and annual program reports.
  • Review budget and make budgetary recommendations to improve the program area finances.
  • Ensure program requirements meet federal and state policies and grants compliance.
  • Assist in the development and train employees or agency consultants on program requirements and usage.
  • Coordinator and deliver communication plans and communications.
  • Serve as a liaison between agency and other state and federal agencies.
  • Serve on management committees or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
