Mid-Grade Policy and Concepts Analyst - NEC Position Overview
The Mid-Grade Policy and Concepts Analyst supports national-level Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) policy, planning, and concept development efforts. This role provides expert analysis and integration of strategic guidance into operationally executable requirements, ensuring alignment across national, Department of Defense (DoD), Joint Staff, and Combatant Command directives. The analyst serves as a key contributor to the development of survivable and endurable NC2/NC3 capabilities, translating complex policy and operational concepts into actionable plans, requirements, and decision-quality products for senior leadership.
Required Qualifications- Minimum 5 years of experience in NC2/NC3 operations, capabilities, and procedures, including:
- Operational platforms, communications systems, and modes of operation
- Survivable and endurable NC2/NC3 capability development efforts
- Translating strategic guidance into operational requirements
- Demonstrated knowledge of national and DoD policy frameworks, including:
- CJCS Emergency Action Procedures
- USSTRATCOM Emergency Action Procedures
- CJCS Instructions such as 6810.01, 6811.01, 3280.1, 3265.01, 5119.1
- CJCS OPORD 2CY
- Presidential Policy Directives (PPD-35, PPD-24, PPD-40)
- DoDI 5100.44
- Minimum 3 years of experience supporting:
- Senior-level decision documentation and planning (CONOPS, OPLANs, OPORDs)
- Staffing complex packages and adjudicating multi-stakeholder inputs
- Joint Staff, Combatant Command, or OSD-level processes
- Experience participating in NC2/NC3-related working groups and governance forums
- Strong analytical, writing, and briefing skills with the ability to communicate complex concepts clearly
- Active Top Secret/SCI clearance required
- Experience supporting United States Strategic Command, Joint Staff, or OSD policy and planning efforts
- Familiarity with NC3 Enterprise Center (NEC) governance and architecture processes
- Experience with nuclear deterrence policy, strategic stability, and global strike mission areas
- Prior military or government service in a related NC2/NC3, plans or policy role
