The Subcontracts Lead is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3

Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3

Subcontracts leverage the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3

Harris and our customers.

• Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, and contract execution
• Responsible for collaboration on acquisition strategy and sourcing
• Development of the subcontract requirements (i.e. SOW development)
• Generation of the request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation.
• Management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
• Responsible for change management, risk management
• Responsible for management of customer and government owned property, including transportation and delivery, invoice processing, acceptance of articles, work performed and payment.
• Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
• Support government, customer and internal audits as required.
• Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
• Ability to travel domestically and internationally if needed.

• Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
• Minimum of 7 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following:
  Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
• 7 years of experience using MRP systems software.
• Minimum 5 years’ experience with Microsoft Office Suite

• Experience with Earned Value Management (EVMS) as Cost Account Manager for Subcontracts managing budgets and sales forecasting
• Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
• Experience with negotiations, subcontractor management and program risk management
• Experience reviewing technical SOWs and scope of work
• Experience with FAR/DFAR requirements, prime contract flow downs, international trade compliance, ITAR, EAR, import/export, general provisions, terms and conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs
• Experience with intellectual property (IP) and patent requirements
• Lean Six Sigma experience
