An opportunity is available for highly seasoned and accomplished professional to lead the procurement of goods and services, including vehicles and equipment; monitor and evaluate the quality, responsiveness, efficiency and effectiveness of purchasing programs, delivery methods and procedures; and work with employees on the continuous improvement and timely delivery of goods and services. The successful candidate will have the ability to communicate clearly and concisely, both in writing and orally, to make project presentations to all levels of the organization;
to establish and maintain effective working relationships with those contacted in the course of work; and have an analytical approach to decision-making. The candidate should be able to think independently and work with minimal supervision when provided with a task or objective.
- Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Public Administration, Purchasing, Materials Management, Marketing, Economics, Accounting or a related field
- No experience required
- Possession of a valid driver’s license
- Purchasing practices and procedures, including the techniques of specification writing
- Methods and techniques utilized in grading and analyzing the quality of equipment, materials, services, and supplies
- Basic accounting procedures and practices
- English usage, spelling, and punctuation
Job Responsibilities Include
- Under direct supervision, manages basic procurement assignments and works with limited independence to operate. Performs the most routine professional purchasing duties requiring general working knowledge of municipal purchasing policies and procedures
- Participates in the purchase of equipment, materials, services, and supplies.
- Receives, examines, and processes departmental requisitions
- Prepares bid specifications and other necessary documents related to the purchasing of equipment, materials, services, and supplies in both formal and informal situations
- Solicits bids from appropriate vendors and compares costs and evaluates the quality and suitability of equipment, materials, services, and supplies
- Selects appropriate vendors; accomplishes the purchase of equipment, materials, services, and supplies used in City departments
- Maintains contact with vendors; keeps informed of new products, market conditions, and current prices; monitors and evaluates vendor performance
- Confers with departmental representatives to determine purchasing needs, specifications, areas of standardization, and special problems
- Coordinates purchasing activities with other City departments, divisions, sections, and outside agencies
- Investigates and follows-up on changes and complaints, secures adjustments, and makes changes and corrections to purchase orders
- Serves as liaison on matters relating to substitutions, equivalents, delivery schedules, and vendor problems
- Assists in the disposition of surplus property and equipment
- Performs other related duties as required
- Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations
