This position is responsible for establishing procurement policies, supplier management strategies, and standardized purchasing processes that reduce variability across projects, improve visibility into material spend, and strengthen supplier partnerships. The Director will also oversee equipment and fleet procurement strategies while implementing data‑driven sourcing practices that balance cost, quality, and delivery performance. Through these efforts, the role plays a critical part in protecting project schedules, improving margins, and supporting the company’s continued growth.

Responsibilities

and Duties Procurement Strategy and Policy
  • Develop and execute procurement strategies with clear accountability for cost savings, budget adherence, and schedule performance in support of organizational goals.
  • Establish, implement, and enforce procurement policies, procedures, and Delegation of Authority (DOA) frameworks, ensuring consistency, financial discipline, cost control, risk management, and effective approval governance.
  • Ensure procurement practices comply with internal controls and financial governance standards while enabling cost visibility, consistency, and disciplined decision‑making across projects.
  • Partner with Finance to align procurement strategies with budgeting, forecasting, and margin improvement targets.
Centralized Sourcing
  • Identify and prioritize high‑spend and high‑risk commodity categories such as steel, concrete, rebar, heavy equipment, and vehicles.
  • Lead centralized sourcing efforts and purchasing power to negotiate volume agreements and establish strategic supplier partnerships.
  • Implement sourcing strategies that improve cost control, supplier reliability, and procurement efficiency.
Supplier Relationship Management
  • Optimize and maintain a strategic supplier base, focusing on quality, reliability, and long‑term partnerships.
  • Develop and manage supplier performance scorecards measuring performance, quality, responsiveness, and on‑time delivery.
  • Collaborate with key suppliers to drive continuous improvement and strengthen supply chain resilience.
Cross‑Functional Planning
  • Partner with Operations teams (Project Managers, Assistant Project Managers, Construction Managers, and Estimating) to forecast demand for materials and equipment.
  • Participate in project planning and scheduling meetings with the Estimating and Preconstruction Department to align procurement strategies with project timelines and operational requirements.
  • Proactively identify and plan for long‑lead and critical material to prevent schedule disruption and delays.
Process Improvement and Systems
  • Define and implement standard operating guidelines for supply chain accountability and procurement operations, including clear definitions of centralized versus decentralized purchasing.
  • Evaluate and implement technology solutions and systems to streamline procurement operations and improve supply chain visibility.
  • Standardize workflows for requisitions, purchase orders, approvals, and inventory tracking.
  • Transition manual or ad hoc procurement processes to automated, transparent systems that enhance operational efficiency and data visibility.
  • Lead supply chain optimization decisions using data, analytics, and automation across all projects.
Cost Optimization and Delivery Performance
  • Balance cost reduction initiatives with on‑time delivery and value‑based purchasing.
  • Establish and monitor performance metrics and targets to maximize company value, including cost savings, price variance, and inventory turnover.
  • Identify opportunities to eliminate waste, such as duplicate purchases, rushed orders, and expedited deliveries, minimizing margin erosion and project schedule impacts.
