Role OverviewThis remote technical and vocational education and training (TVET) consulting engagement seeks a qualified professional to provide strategic guidance and technical expertise related to TVET strengthening, workforce development, and labor mobility programs in Morocco, Senegal, and other Francophone and MENA countries.
Responsibilities- Conduct sector and institutional assessments to identify high‑performing TVET providers and relevant institutions.
- Contribute to concept notes, donor engagement materials, and business development efforts.
- Facilitate stakeholder consultations with government, private sector, and training institutions.
- Provide technical inputs on skills development initiatives that support employability and legal labor mobility pathways.
- Identify partnership opportunities and support the preparation of technical reports, presentations, and other project deliverables.
- Participate in technical and coordination meetings, including with prospective donors and partners, providing follow‑up documentation as required.
- Lead the preparation of funding proposals, including technical narratives and supporting documentation.
- Conduct scoping trips, site visits, or virtual consultations for new business development opportunities and produce related deliverables such as trip reports, meeting summaries, and technical findings.
- Assist in the development, review, and finalization of key initiative documents and materials, including concept notes, assessment tools, outreach strategies, pitch documents, briefing notes, slide decks, background analyses, and documentation prepared for donor engagement.
- Contribute to the preparation, refinement, and revision of workplans, partnership strategies, service offering materials, and other planning documents related to funding opportunities and partnership development.
- Prepare analytical and landscape analyses for donor‑facing deliverables.
- Produce thought‑leadership products such as reports, briefs, and concept papers to support organizational positioning and donor engagement.
- Bachelor’s degree (master’s preferred) in Education, Economics, International Development, Social Sciences, or a related field.
- 15 years of experience in TVET, workforce development, employability, or related sectors.
- Demonstrated experience supporting TVET system strengthening, curriculum development, competency‑based training approaches, quality assurance frameworks, and institutional capacity building.
- Significant experience working in Morocco and/or Senegal, including engagement with public‑sector institutions, training providers, employers, and sector stakeholders. Experience in other Francophone and/or MENA countries is a plus.
- Experience facilitating public‑private partnerships and employer engagement within skills development and workforce programs.
- Familiarity with labor mobility initiatives, workforce migration pathways, international employment frameworks, or skills alignment for domestic and international labor markets.
- Experience conducting assessments, developing strategic recommendations, preparing technical reports, and producing donor‑facing deliverables.
- Excellent written and oral communication skills in French; proficiency in Arabic is a strong asset.
- Experience working on donor‑funded programs and with international development organizations.
- Demonstrated ability to work independently, coordinate with diverse stakeholders, and deliver high‑quality technical products within established deadlines.
