Position Overview /Duties About the PositionThis is a Direct Hiring Authority for Certain Personnel of the DoD Workforce recruitment. This Purchase Card Program Coordinator position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District with a duty station location of Ft. Worth, TX.
Position Duties- Serves as the Government Purchase Card (GPC) Level IV Activity/Organization Program Coordinator (A/OPC) for Fort Worth District. Incumbent has primary functional responsibility of the GPC program.
- Provides technical direction and general contracting procedures regarding GPC regulations and policy on the use and expenditures of public funds under the credit card program.
- Through analysis of program policies and procedures, develops and submits for approval, new plans, upgraded policies and procedures, and formulate guidelines regarding the Credit Card Program locally and regionally.
- Evaluates cardholders and approving officials' performance during surveillance reviews, directs remedial training as necessary, briefs cardholders, approving officials, or others when necessary if problems exist.
- Updates information as required in GPC provider's system, currently Access Online with US Bank, to include ordering GPC's; updating approving official and cardholder information.
- Provide in person training to Civilians and military of all grades, in person, via phone, VTC and/or WEBEX. Majority of training is in person Train Billing officials and card holders on FAR, DFAR’s and AFARS policies and procedures.
Specialized
Experience:
One year of specialized experience which includes having 3 out of the 4 listed experiences. This includes
- Reviews and monitors routine purchase accounts with standard transaction limits.
- Conducts standard Purchase Card training using pre-approved curriculum, FAR/DFARS guidelines, and established local templates.
- Performs basic and intermediate system updates resolving standard technical issues.
- Completes audits, surveillance reviews, and recommendation reports.
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or Contracting, Finance, Accounting, or Business.
Combination of
Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Experience:
One year of specialized experience which includes
- Administer a Government Purchase Card (GPC) program by managing daily operations, establishing local policies, or providing comprehensive oversight for billing official and cardholder accounts.
- Conduct reviews and formal audits of purchase card files to evaluate performance, identify unfavorable trends, and ensure strict compliance with federal acquisition regulations (e.g., FAR, DFARS, AFARS) and funding guidelines. AND
- Resolve transactional disputes and operational issues by serving as the primary liaison between servicing banks, financial accounting offices, and program participants.
