Primary Purpose

Ensure a well-articulated, coordinated, and comprehensive support program for Homeless Children and Youth. Provide systems-level leadership and strategic support to districts and charter schools to strengthen McKinney-Vento implementation and outcomes across campuses. Lead and facilitate coaching, cross-functional collaboration, and capacity-building efforts for district and campus leaders, including designing and managing initiatives, events, professional learning, and technical assistance aligned to regional priorities.

Education/Certification

* Master's Degree, required

* Valid Texas teacher certificate

* McKinney-Vento Liaison experience or demonstrated experience supporting McKinney-Vento programs, preferred

Experience

* Minimum of five years of relevant experience in education

* Successful experience coaching district and/or campus leaders

* Demonstrated experience designing, implementing, and managing programs or initiatives across multiple campuses or districts

* Experience influencing or supporting district-level decision-making (formal or informal leadership roles acceptable)

* Experience with grant programs is beneficial

* Experience with project management, including timelines, deliverables, and stakeholder coordination, strongly preferred

Special Knowledge/Skills

* Team oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school

* Strong organizational, communication, public relations, and interpersonal sk

* Strong project management skills, including planning, execution, and monitoring of multiple initiatives simultaneously.

* In-depth knowledge of homeless children and youth (PreK-12) education programs, including federal McKinney-Vento statutory requirements and funding, state statutory requirements and funding, and best practices in school systems.

* Ability to coach adult learners and facilitate change at the campus and district level.

* Ability to translate policy and data into actionable strategies for district and campus implementation.

* Experience facilitating cross-district collaboration and building partnerships with community organizations

* In-depth knowledge of data disaggregation and how to use the data to impact district/campus planning.

* Ability to lead large-scale initiatives, events, or programs with multiple stakeholders

This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.

* Actively participate in and/or provide leadership for inter-departmental teams to help improve student performance in the region, improve the ESC internal operations, and meet the established goals and objectives of the ESC.

* Analyze available needs assessment data from regional, state, and national sources.

* Participate in the collaborative development of a comprehensive plan for coaching, products, and services to meet regional needs.

* Interface with TEA and Texas Education of Homeless Children and Youth (TEHCY) on a regular basis to support related programs within the region.

* Design and lead professional learning, coaching cycles, and technical assistance that build district and campus capacity to implement McKinney-Vento requirements effectively

* Provide technical assistance to campuses/districts/charter schools as needed, as well as appropriate follow-up and follow-along to training, products, and services related to compliance with state and federal laws, State Board of Education rules and regulations, and ethical standards including confidentiality.

* Provide ongoing coaching and strategic consultation to district and campus leaders, including facilitating problem-solving, implementation planning, and continuous improvement cycles

* Evaluate the impact of training, products, and services on student success.

* Use metrics to drive continuous program improvement.

* Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel.
