Primary Purpose

Assist the district's bilingual and English as a Second Language (ESL) program. Ensure the development and delivery of the bilingual and ESL curriculum and instructional program is effective and efficient, incorporates district goals, and supports student achievement.

Qualifications

Education/Certification:

Master's degree in education administration or bilingual education (preferred)

Valid Texas principal or other appropriate Texas certificate (preferred)

Special Knowledge/Skills/Abilities:

Knowledge of ESL and bilingual education

Knowledge of federal and state bilingual and ESL education compliance and requirements

Ability to interpret data and evaluate instructional programs and teaching effectiveness

Ability to manage budget and personnel

Ability to implement policy and procedures

Strong communication, public relations, and interpersonal skills

Experience:

Three years experience as a classroom teacher

Three years experience in instructional leadership roles (preferred)

Major Responsibilities and Duties Instructional and Program Management

1. Assist with the development and delivery of bilingual and ESL education curriculum and instructional programs that incorporate district goals and support student achievement.

2. Assist with the development and implementation of procedures to identify bilingual students at all grade levels district wide, including review of student data and testing of students.

3. Assist with the district-level decision-making process to establish and review the district's goals and objectives in bilingual and ESL classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.

4. Monitor and evaluate bilingual and ESL instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.

5. Ensure that the necessary time, resources, materials, and technology to support accomplishment of bilingual and ESL education goals are available.

6. Plan and provide staff development including sessions on methods for identifying and instructing bilingual students and enriched learning.

Policy, Reports, and Law

7. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of bilingual and ESL education. Recommend sound policies and procedures to improve program.

8. Compile, maintain, and file all reports, records, and other documents required.

9. Follow district safety protocols and emergency procedures.

Budget and Inventory

10. Assist with the development of the bilingual and ESL budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely.

11. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.

12. Assist with grant-writing activities to obtain program funding.

Personnel Management Communication and Community Relations

15. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.

16. Articulate the district's mission and goals in the area of bilingual and ESL education to the community and solicit its support in realizing the mission.

17. Demonstrate awareness of district-community needs and initiate activities to meet those needs.

18. Use appropriate and effective techniques to encourage community and parent involvement.
