Position Overview
The EHS Systems Manager is responsible for designing, implementing, and managing integrated Environmental, Health, and Safety (EHS) management systems across MP Materials’ Texas manufacturing operations, including the 10X Facility in Northlake and the Independence facility in Fort Worth, Texas. This role serves as the organizational leader for building EHS infrastructure, protocols, and compliance frameworks from the ground up. This position will lead the company’s path toward ISO 14001 and ISO 45001 certification, establish standardized EHS programs aligned with federal, state, and local regulatory requirements (OSHA, EPA, TCEQ), and build the systems, training, and culture necessary to support world‑class rare earth metal and magnet manufacturing operations.
PositionResponsibilities
- Assess and harmonize existing EHS programs, procedures, and practices currently in place at the Independence facility, identifying gaps and integrating them into a unified, standardized EHS management system across the Texas Business Unit.
- Develop and implement EHS programs, protocols, and standard operating procedures, including establishing a comprehensive Industrial Hygiene program, to ensure full coverage across all environmental, health, and safety disciplines within the Texas Business Unit.
- Design, develop, and implement integrated EHS management systems aligned with ISO 14001 (Environmental) and ISO 45001 (Occupational Health and Safety) frameworks across the Texas Business Unit.
- Lead the organization through ISO 14001 and ISO 45001 certification readiness, including gap assessments, documentation development, internal audit programs, and management review processes.
- Develop, implement, and maintain all required OSHA and TCEQ compliance programs, policies, and procedures, including recordkeeping requirements and regulatory reporting in compliance with all local, state, and federal regulations.
- Establish and manage enterprise‑wide EHS data platforms, dashboards, and reporting frameworks to track compliance status, risk metrics, incident trends, and continuous improvement KPIs for senior leadership.
- Work with Learning and Development team to design and deploy standardized EHS training programs across both facilities, ensuring workforce competency in hazard recognition, regulatory compliance, emergency response, and safe work practices specific to rare earth metal and magnet manufacturing.

- Develop and maintain risk‑based environmental compliance programs, including air permitting, stormwater management (SWPPP), wastewater permits, and hazardous materials handling procedures for hydrogen processing and rare earth powder operations.
- Partner with operations, engineering, and executive leadership to integrate EHS requirements into new process design, facility construction, equipment commissioning, and management of change (MOC) workflows.
- Other duties as assigned.
- BS or higher in Environmental Science, Occupational Health and Safety, Engineering, or a related technical discipline. CSP, CHMM, CIH, or Lead Auditor certification in ISO 14001/45001 strongly preferred.
- Demonstrated experience designing and implementing integrated EHS management systems (ISO 14001, ISO 45001, OHSAS 18001) in manufacturing or industrial environments.
- Demonstrated expertise in OSHA, EPA, and state‑level environmental and safety regulations, with the ability to build compliance programs from the ground up.
- Experience leading organizations through ISO certification processes, including gap analysis, documentation, internal audits, and registrar audits.
- Proven ability to build EHS data management platforms and performance dashboards for executive‑level reporting and decision‑making.
- Experience communicating and negotiating with local, state, and federal regulatory agencies, including TCEQ and OSHA.
