The Organizational Setting

ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.

The Operational Safety (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 – Personnel Licensing, Annex 6 – Operation of Aircraft, Annex 7 – Aircraft Nationality and Registration Marks, and Annex 8 – Airworthiness of Aircraft. In addition, the OPS Section is also the steward of both PANS – OPS and PANS – Training.

The OPS Section also contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP), manages safety recommendations addressed to ICAO, conducts and participates in seminars on subjects within its technical mandate. Furthermore, the OPS Section manages and supports Panels of the Air Navigation Commission and expert groups.

To provide technical assistance to States in the certification and safety oversight of air operators to effectively implement Annex 6 – Operation of Aircraft and related SARPs, ICAO has developed the Implementation Pack (iPack) delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, a dedicated subject matter expert working either remotely or on-site with the national iPack team.

For purposes of this job description, the national ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack team is comprised of representatives from the Civil Aviation Authority, i.e. aviation safety inspectors tasked with the certification of air operators. These team members are charged with air operator certification and oversight tasks during and after the ICAO SME assignment period.

Major duties and Responsibilities

Function 1 (incl. expected results)

Lead the ICAO Government Safety Inspector Operations — Air Operator Certification (OPS) iPack team by introducing members to Annex 6, Part 1, requirements and guiding them with the development of appropriate regulations, procedures, and guidance materials needed for inspectors to conduct their certification and oversight activities, achieving results such as:

  • Explain to the iPack team the requirements of Annex 6, Part 1, and familiarize them with related guidance material.
  • Lead the iPack team in evaluating prospective Operators Pre-assessment Statement forms for acceptability.
  • Lead the iPack team in conducting an in-depth evaluation of an Operations Manual.

Function 2 (incl. expected results)

Lead the OPS iPack team in identifying and addressing deficiencies in its air operator certification and oversight system, achieving results such as:

  • Lead the iPack team in identifying and resolving gaps for the evaluation of prospective Operators Pre-assessment Statements and guide them in the development or refinement of internal guidance, policies, and procedures.
  • Guide the iPack team in resolving gaps for the evaluation of an Operations Manual through the development or refinement of internal guidance, policies, and procedures.

Function 3 (incl. expected results)

Direct the OPS iPack team in the development of training, knowledge and skill testing materials for air operator inspectors as prescribed in Annex 6, achieving results such as:

  • Head the iPack team in the evaluation of an operator’s training programme.
  • Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address all aspects of training and testing.

Function 4 (incl. expected results)

Direct the OPS iPack team in evaluating an air operator’s quality and safety management systems, achieving results such as:

  • Lead the iPack team to evaluate an operator’s Cabin Attendant Manual, Aircraft Operating Manual, Minimum Equipment List (MEL) and…
