A Senior Professional Engineer - Floodplain Management position is available with the City of Fort Worth's Transportation & Public Works Department, Stormwater Management Division, Floodplain Management Section. This position plays a central role in guiding and supporting the community's understanding of flood risk and floodplain regulations. In addition to assisting with reviews of hydrologic and hydraulic analyses for public and private development, this role places a strong emphasis on managing the City's Community Rating System (CRS) program, coordinating with residents, developers, and engineers, and serving as a knowledgeable resource on floodplain requirements.
The ideal candidate will be able to interpret and apply floodplain regulations, explain requirements clearly to the public, and help ensure that new development does not increase flood risk to nearby properties or infrastructure.
Beyond development review support, this position will lead CRS program implementation, community outreach, and interdepartmental coordination to support Fort Worth's flood‑risk reduction goals. The role will include responding to public and industry questions about floodplain regulations, supporting education and outreach efforts, and facilitating communication between residents, consultants, and developers. This position will also support and enforce the City's floodplain regulations and manage watershed and flood studies that combine planning, technical review, project management, and contract development.
The Floodplain Management Section additionally oversees FEMA's Cooperating Technical Partners (CTP) program, which uses grant funding to update flood risk maps and develop new flood‑risk awareness tools-an area this role will help support.
Minimum Qualifications:
* Bachelor's Degree from an accredited college or university with major course work in civil engineering or a related field
* Three (3) years of professional civil engineering experience as a registered professional engineer of which two years must be within or related to floodplain management, stormwater management, or hydrology and hydraulics modelling
* Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment
* Possession of, or ability to obtain, an appropriate, valid Texas driver's license
Preferred Qualifications:
* Proficient with industry standard hydrologic and hydraulic modelling software used for floodplain mapping, stormwater management, and the application of those models in the municipal and FEMA regulatory environment
* Experience with implementing stormwater and/or floodplain management regulations working with or in a Municipality or Government Agency
* Experience with administering a Community Rating System (CRS) program, managing Cooperating Technical Partners (CTP) program, and applying for Federal or State grants
* Possession of a Certified Floodplain Manager (CFM) certificate or will obtain and maintain such a certificate within (6) months of beginning employment
The Sr. Professional Engineer's job responsibilities include:
* Supervise or oversee the work of staff or consultant engineers and provide guidance and mentoring on the application of floodplain regulations, floodplain modelling and drainage analysis
* Coordinate with internal and external stakeholders, including external agencies, developers, and City staff members and their consultant teams on preliminary planning, hydrologic and hydraulic models, construction plans, and floodplain map revisions
* Provide development review assistance, including attending pre-development or pre-submittal conferences, and interpreting design criteria and their application to development plans
* Prepare flood risk awareness outreach products and the annual report for the City's participation in CRS and identify and prioritize flood risk map updates
* Contract and project management tasks for CTP projects, CRS, floodplain or watershed studies, and other flood risk management and mitigation tasks as needed
