Overview

Position Overview/Duties Works under the administrative direction of the Division Chief who provides broad guidance and direction in relating incumbent's work to the missions and functions of the Division. Exercises wide latitude of judgment and independence in developing goals and objectives of personal assignments. Keeps Division Chief informed of progress and status of work. Ordinarily acts as work leader or task force leader in the planning and execution of statistical analysis and hydrologic modeling research, technical assistance and policy study programs with the highest order of difficulty on international and interagency levels.

Performance is evaluated by the adequacy and timeliness of accomplishments and conformance to national policy goals and objectives. Overall performance is evaluated in term of performance standards established by the supervisor.

Description Of Assignment/Duties
  • Serves as a Corps of Engineers expert in the specific subject matter area of Statistical and Hydrologic Analyses.
  • Represents the Corps on international and interagency activities. This work encompasses various aspects of: statistical analysis of precipitation and flow data, generation of probabilistic weather forcings for hydrologic simulation, regression analysis, coincident frequency analysis, uncertainty analysis techniques within hydrologic modeling, precipitation analysis using both gage and radar data, event and continuous hydrologic simulation; real-time forecasting, including the application of ensemble information;

    and optimization and verification techniques. Serves as project manager for special investigations and research assignments for complex statistical analysis and hydrologic modeling involving multi-regional or national issues or requiring international and/or interagency coordination.
  • Performs special studies with exceptionally complex and unusually difficult statistical and hydrologic analysis requirements, and develops new or improved methods, analytical techniques and concepts for statistical and hydrologic modeling applications such as generation of probabilistic meteorologic data, uncertainty analysis, GIS application to hydrology, and event and long term hydrologic simulation for USACE study applications.
  • Serves as project manager for additional development and application of statistical and hydrologic modeling features in HEC software. This includes developing design documents and contracts, managing testing and documentation of new code, creating/presenting training material to disseminate new features to the modeling community, and reporting results from Research and Development activities.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education & Experience

Minimum Experience Requirement: Must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes:
Leading the development and application of advanced statistical and hydrologic modeling methods for national and/or international projects;
Managing special investigations and technical assistance teams for complex hydrologic studies, including planning, resource allocation, and review of technical work;
Conducting applied research in statistical analysis and hydrologic modeling, and preparing technical reports and publications; and designing and delivering training programs in statistical and hydrologic analysis for professional audiences.
