SummaryThe Distribution Program Management Office (DPMO) holds responsibility for strategic long‑range planning, monitoring and risk/issue management of the Distribution portfolio of capital projects. The primary responsibilities of the DPMO are project coordination, scheduling, resourcing oversight, budget forecasting, information streamlining, and internal/external reporting. With minimal supervision, the Program Controls Analyst Senior will be responsible for financial/data analysis in relation to the processes for overseeing all programmatic work and capital financials associated with each program/project for Distribution Operations.
This includes the oversight of the annual capital budget and projections reported to senior leadership.
Roles & Responsibilities
- Assist Program Controls Manager with oversight of the annual Distribution Operations capital financial plan and projections throughout the fiscal year
- Responsible for financial/data analysis each month of current Distribution projects/programs and assist with annual and long‑range financial planning for these projects/programs
- Develop, own, and maintain processes needed within the Controls group to facilitate communication with program managers to accurately plan and project financial and production goals that are in alignment with overall operational goals
- Responsible for overseeing all assigned project/programs current financial status as it relates to meeting established targets
- Maintain and improve relationships/communication with various Oncor work groups to establish accurate reporting of capital spending, forecasting, and risk/issues management
- Facilitate the development of desired future states Distribution capital program planning and support within Distribution Operations
- Document essential workflow processes and develop financial models/calculators/tools for Distribution Operations to provide consistency across all Districts
- Monitor monthly/annual established control requirements with other Oncor work groups to support Distribution Operations overall goals
- Support and review current work practices within the DPMO to track resource needs for all Oncor programs and report impacts to financial targets
- Ability to build strong relationships across cross‑functional teams
- Ability to manage large programs or initiatives
- Strong written and verbal communication skills
- Advanced knowledge of Microsoft Office programs and Structured Query Language (SQL) Databases
- Knowledge and understanding of accounting standards and policies/processes
- High school Diploma, GED, or equivalent is required
- 3+ years of experience in project/program management in operations and/or management of program controls/finances is required
- 3+ years of experience in an accounting role OR a role within or related to finance is required
- Experience with an electric utility distribution organization is encouraged to apply
- Bachelor’s Degree in accounting, engineering, date management, business, or finance is encouraged to apply
- Certifications such as Certified Public Accountant, Master of Business Administration, Certified Project Manager, and Certified Facility Manager are encouraged to apply
- Successful management of distribution capital financial plan with ability to initiate, plan, execute, monitor, and control all programs across the portfolio
- Ability to manage all program financials according to organizational goals
- Support and maintain the Program Management Office (PMO) controls & financial program reporting lifecycle and integration of long‑term portfolio management capability for all distribution programs
