POSITION SUMMARY: Under general direction from the Town Treasurer/Town Secretary, the Accounting Manager performs responsible and specialized duties to support the financial management of the Town. Responsibilities include treasury operations, accounting functions, financial reporting, reconciliation, and audit support. This role collaborates across departments to ensure fiscal integrity and compliance with applicable laws and regulations.

1. Performs accounting activities in compliance with applicable standards and procedures, including general ledger reconciliation, auditing, and financial record keeping.

2. Processes monthly journal entries and prepares financial reports for internal and external stakeholders.

3. Supports the Mayor, Town Administrator, and Department Directors in the development and administration of the Town’s budget, including forecasting and expenditure monitoring.

4. Processes invoices, requisitions, purchase orders, and other similar documents; researches discrepancies; audits invoices against purchase orders; verifies encumbrances; codes and posts invoices to the proper account; processes and distributes payments.

5. Assists with the preparation of the Annual Comprehensive Financial Report (ACFR) and assists the Town Treasurer with coordinating the annual external audit.

6. Performs reconciliations between accounts maintained in the general ledger and the subsidiary ledgers, including monthly bank and investment account statements and accrued liabilities.

7. Prepares and distributes monthly, quarterly, and annual financial, investment, and budgetary reports.

8. Maintains the fixed asset ledger and supports annual physical inventory of assets.

9. Coordinates financial data collection and reporting with other departments; prepares materials for boards and commissions.

10. Uses financial software systems to analyze data, produce reports, and ensure audit readiness.

11. Maintains compliance with Generally Accepted Accounting Principles (GAAP) and municipal financial regulations.

2. Accounts payable/receivable, payroll, purchasing, and fixed assets.

3. Budget preparation and financial forecasting.

4. Federal, State, and Local financial regulations and reporting requirements.

5. Modern office practices, customer service, and computer applications relevant to finance.

REQUIRED QUALIFICATIONS

1. Bachelor’s degree in Accounting, Business Administration, Finance, Public Administration, or a related field with a minimum of 18 college accounting hours preferred.

2. Minimum of 3 years of progressively responsible technical accounting experience; local government finance experience preferred.

3. Three to five years of progressively responsible finance experience is preferred, with preference given to those in a local government setting.

4. Knowledge of the Incode Financial System and Laserfiche Records Management is preferred.

5. Proficiency in the use of personal computers and MS Office applications.
