Position: Monitor, Grant Developer and Contract - Juvenile Services

Grant Developer & Contract Monitor

The Grant Developer & Contract Monitor will be responsible for assisting with the daily functions of Juvenile Services including leading the research, identification, and coordination of grant decision making across the agency as well as writing and editing grant applications. Develops and implements funding strategies aligned with department goals; exercises discretion in identifying opportunities. Collects relevant data and prepares reports. Oversees grant writing and ensures compliance with federal, state, and private funding requirements.

Provides guidance on RFP development and evaluation, ensuring alignment with County objectives.

Essential Duties and Responsibilities

  • Researches and identifies grant opportunities and prepares agency grant applications.
  • Responsible for ongoing grant management and preparation of required reports to ensure grant compliance. Advises leadership on risk and policy implications.
  • Coordinates with Tarrant County Budget and Risk Management to ensure financial compliance and fund reporting under federal, state and local grant programs.
  • Works across the agency to develop grant applications and performs grant writing responsibilities.
  • Develops statistical reports with the Quality Development Unit.
  • Conducts contract monitoring of agency contracts for compliance and performance.
  • Meets with community partners and other service agencies to gather and convey information.
  • Strategic oversight of data systems and compliance processes.
  • Develops and recommends grant-related policies and procedures and has the authority to implement approved changes.
  • Participates in preparing and scoring Requests for Proposals, Requests for Qualifications and Requests for Quotes.
  • Facilitates the annual contract review and update process.
  • Performs other duties as assigned

Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Advanced analytical skills.
  • Working knowledge of grant preparation, development, writing, and compliance monitoring.
  • Ability to perform word processing proficiently.
  • Must have strong writing ability and ability to effectively communicate with department personnel, community agencies, grantors, etc.
  • Accuracy in filing, data entry and detailed record keeping.
  • Ability to write accurate and professional reports.
  • Possess interpersonal skills in dealing with the public.
Minimum Requirements
  • Bachelor's degree in social work, psychology, criminal justice, business or a related field
  • Three (3) years related experience in juvenile/criminal justice or operating programs/services for youth in the juvenile justice system.
  • Valid driver's license and proof of automobile liability insurance.
  • Experience in grant writing, contract monitoring, or program monitoring is preferred.
  • Must be able to attain certification by the Texas Juvenile Justice Department as a juvenile probation officer.
