Job DescriptionLocated on the heights of the Rouen metropolitan area, Mont-Saint-Aignan is an attractive, university, and residential commune of more than 20,000 inhabitants, committed to the quality of its living environment and proximity with its residents. Security is the priority of the municipal mandate . In this context, the City is committed to doubling the staff of its municipal police (from 6 to 12 agents by 2028), deploying a reinforced video protection system, creating a neighborhood police post at Place Colbert, and meshing the territory with a network of 35 neighborhood ambassadors.
In this development context, the City is recruiting a municipal police officer, an essential link in local security, in direct contact with residents, shopkeepers, and daily partners. Placed under the authority of the Head of the Municipal Police Service, you will carry out missions of prevention, surveillance, verbalization, and proximity throughout the communal territory, in compliance with the legal framework of municipal police.
1. Patrol, Monitor, Protect:
- Pedestrian and motorized patrols throughout the communal territory;
- Securing school approaches at entry and exit times;
- Surveillance of traffic and parking and control of speed limits;
- Vacation Tranquility Operation (OTV): surveillance of unoccupied homes;
- Recording deteriorations of the public domain and reporting sensitive situations.
2. Prevent, Dialogue, Reassurance:
- Prevention and awareness among residents, elderly people, and young people;
- Public reception, response to complaints of the public, mediation;
- Proximity relationship with shopkeepers (emergency call button device).
3. Verbalize, Intervene, Enforce:
- Issuance of summons for violations (road code, municipal ordinances, penal code, rural code, environmental code);
- Application of procedures for the impoundment of abandoned and abusive vehicles;
- Supervision of events organized by the City (commemorative, sports, recreational);
- Systematic report of each intervention to the hierarchy.
4. Pilot Video, Master Digital Tools:
- Exploitation of the video protection system as part of operational missions;
- Use of business software (Municipol) for the drafting of summons and management of interventions.
Holder of the municipal police officer competition or laureate on the aptitude list, you are sworn in or to be sworn in and up to date with your mandatory training (FCO). Previous experience in municipal police is appreciated. The expected knowledge:
- Knowledge of the applicable regulations for municipal police (criminal law, road code, municipal ordinances);
- Ability to carry weapons category B and D, up-to-date training;
- Mastery of business software (Municipol or equivalent) and video protection system;
- Human relations skills, aptitude for dialogue, mediation, and proximity with residents;
- Writing skills: summons, intervention reports, and follow-up;
- Ability to manage emergency situations and conflicts;
- Good physical aptitude, dynamism, rigor, team spirit, and availability;
- Professional discretion, self-control, and sense of public service.
Particularities:
- Uniform and bulletproof vest mandatory during intervention;
- Oath and authorization to carry arms required;
- Driving license B mandatory;
- On-call in the evening and on weekends.
