About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas.

The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. The NTE First Project was a $1.451 billion design-build project consisting of rebuilding the existing main lanes as well as adding four toll-managed lanes, frontage roads and auxiliary lanes in the corridor between I-35 West and Industrial Boulevard.

The NTE Extension Project is the next part of the NTE Projects. The construction of the original $984 million part of the project (Segment 3A) was completed by North Tarrant Infrastructure, LLC, and the current $580.5 million part (Segment 3C) of the NTE Extension Project is presently being carried out by North Tarrant Infrastructure, LLC.

Job Description:

Summary

The position of Human Resources Manager is responsible for all Human Resources functions for the assigned project, supporting our people operations while ensuring the success of the strategy and initiatives of the Company.

Essential Duties and Responsibilities:
  • Partner with company leadership to drive human resources strategy and successfully deliver human resources services such as recruitment, compensation, benefits, employee development, payroll services, and other HR activities.
  • Oversee the company’s recruitment strategy to attract, identity and hire top talent, managing hiring and negotiating directly.
  • Lead the annual performance evaluation and objectives processes and ensure alignment with corporate practices.
  • Lead team ensuring best practices across the board, innovative problem solving, high productivity and ensuring the execution of outstanding customer service to all parties involved.
  • Drive the development and implementation of HR policies and programs to exceed the needs of the business.
  • Build a path for the future of our workforce through, among other steps, facilitating the development of training, development, and succession planning initiatives.
  • Help shape a competitive compensation strategy within our markets that will assist in employee retention and satisfaction goals.
  • Ensure compliance for organization; analyze legal risk in all current HR practices; conduct periodic audits to ensure compliance with local, state, and federal laws and regulations.
  • Sponsor all payroll activities with team of third-party suppliers and dedicated payroll professionals.
  • Facilitate with management an exceptional work experience applying our core values from employees onboarding through offboarding.
  • Manage related vendor negotiations, serve as initial approval of all costs associated with related suppliers and processes.
  • Manage immigration and work authorization processes for the project location in partnership with our Immigration team.
  • Conduct annual insurance renewal; analyze healthcare trends and plan usage; structure insurance benefits to optimize cost saving while providing best benefit package possible.
  • Supervise monthly HR Metrics data reporting, validate the integrity of data.
  • Lead performance management efforts on employee development and corrective action methods.
  • Perform other duties and responsibilities as needed.
Qualifications
  • Bachelor’s degree in human resources or related field preferred.
  • A combination of experience and education may be considered for equivalency of a bachelor’s degree.
  • Professional Human Resource (PHR) preferred.
  • Exposure to EEOC, Texas Workforce Commission, Department of Labor, Department of Homeland Security, and other legal/regulatory entities.
  • Experience with ADA, FMLA, FLSA, Davis Bacon, COBRA, and HIPAA.
  • Minimum of seven (7) years of experience of progressive responsibility in similar positions.
  • Minimum of five (5) years of generalist level experience.
