Purposeof Position
The Defense Procurement Compliance Lead will lead the development and documentation of key reporting, policies and procedures and supporting forms necessary to ensuring compliance with Department of Defense purchasing and subcontracting requirements. Additionally, this role will support data transfer and SOP creation related to transitioning manual processing into the company’s existing ERP solution. This role will collaborate, cross-functionally, cross‑divisions and cross‑categories to ensure procurement processes and requirements are clearly defined and appropriately linked to other internal stakeholder procedures.
Tasksand Responsibilities
- Regulatory Compliance Oversight
- Monitor and interpret updates to DFARS and FAR regulations
- Provide timely guidance and training to procurement and business teams
- Serve as the subject matter expert for compliance‑related inquiries
- Small Business Liaison Officer Duties (SBLO) Duties
- Act as the designated Small Business Liaison
- Lead subcontracting plan execution and guidance
- Manage and submit required government reports for all identified suppliers (ie ISR/SSR)
- Consolidate subcontracting data across internal entities when acting as Prime
- Reporting and Data Governance
- Ensure accuracy, consistency and timeliness of subcontract reporting
- Standardize reporting across business units
- Partner with internal stakeholders to improve data collection methods
- Reports will include, but are not limited to, the below:
- Individual Subcontracting Reports (ISR)
- Summary Subcontract Reports (SSR)
- Good Faith Effort Documentation Reports (Compliance Subcontracting Plans)
- Subcontract Awards for Small Business Reports
- DCMA Audit Support Reports and Corrective Action Plan development as needed
- DCAA Audit Support Documentation
- Supplier Profile Updates
- Restricted Directory Access Reviews
- FAR Clause Flow Down and Compliance Tracking
- Record keeping of internal training on procurement compliance
- Payment Terms/Payment Delay tracking
- Policy Development and Implementation
- Update and maintain procurement policies aligned with DFAR/FAR requirements
- Implement new procedures based on regulatory updates and business needs
- Drive adoption and compliance through training and communication
- External Compliance membership management
- Maintain required registration and memberships tied to contractual obligations
- Serve as the point of contact for government agencies related to compliance matters
- Risk Mitigation and Audit Readiness
- Lead internal Defense compliance audits
- Prepare the Defense procurement organization for DCMA/DCAA Audits
- Prepare and organize team responses to DCMA and DCAA regarding audits, findings and questions concerning FSID procurement practices
- Identify and remediate compliance gaps before they become findings
- Conduct independent peer review of procurement and subcontract packages to verify compliance with internal policies, procedures, and applicable DFAR/FAR requirements prior to external release, reducing risk and accuracy (50k Threshold)
- Training and Capability Building
- Develop and identify formal training programs for procurement and program teams
- Maintain the log for required training accomplished
- Create quick reference guides for Defense compliance topics to help procurement team and stakeholders
- Maintain the Defense Procurement homepage as a line of communication between procurement and our business stakeholders
- Cross‑Functional Alignment
- Partner with Legal, Finance, Contracts, and Program Management
