The Senior Program Manager will provide overall leadership, management, and accountability for the successful execution of a complex federal IT services program. This role will oversee multiple teams, ensure contractual and operational excellence, and establish the processes required to deliver secure, reliable, and high-quality technology solutions.
- Provide strategic program leadership and oversee the execution of multiple contractor teams supporting enterprise IT services.
- Serve as the primary liaison between government representatives, technical stakeholders, leadership teams, and project personnel.
- Establish and maintain program governance structures, communication processes, escalation procedures, and performance management frameworks.
- Develop and manage program plans covering technical delivery, staffing, quality, risk, communication, transition, and operational performance.
- Ensure projects are delivered within approved scope, schedule, budget, staffing, security, and quality requirements.
- Coordinate dependencies across software development, infrastructure, operations, cybersecurity, configuration management, and technology initiatives.
- Monitor staffing requirements, workforce performance, onboarding activities, training, retention, and security clearance processes.
- Review and approve project plans, schedules, risk registers, corrective action plans, deliverables, and management reports.
- Identify and mitigate technical, operational, staffing, cybersecurity, and performance risks.
- Ensure timely completion and submission of contractual deliverables, progress reports, metrics, and required documentation.
- Monitor service performance, customer satisfaction, system availability, vulnerability remediation, quality standards, and operational objectives.
- Lead program reviews, executive briefings, technical discussions, audits, and performance meetings.
- Ensure compliance with federal security, privacy, cybersecurity, accessibility, records management, and operational requirements.
- Manage program-level improvements, transitions, knowledge transfer activities, and continuous improvement initiatives.
- Provide technical and strategic direction for systems integration, development activities, and cross-team priorities.
The ideal candidate is an experienced IT program leader with a strong background managing complex technology programs, federal contracts, and multidisciplinary teams. This role requires expertise in project governance, enterprise IT operations, risk management, and stakeholder engagement.
- Bachelor’s or associate degree in Computer Science, Information Technology, Engineering, Mathematics, Business Management, or a related field; equivalent experience may be considered.
- Active Project Management Professional (PMP) certification required.
- Minimum of 8 years of experience providing technical leadership and project/program management.
- Minimum of 3 additional years of supervisory or team leadership experience.
- At least 5 years of experience managing change management and process improvement initiatives.
