Job Description *
* Join the Capability Integration Strategy (CIS) team, the portfolio organization that turns strategy into delivered capability. CIS integrates technical roadmaps, delivery planning, capability incentives, anomaly resolution, release management, and decision intelligence through one operating model using authoritative data and explicit decision rights.

As a Level 4 Staff Systems Engineer, you will serve as an advanced individual contributor integrating multiple CIS functions while owning and leading one assigned function. You are accountable for the function's performance and alignment of interfaces, dependencies, data, decisions, and operating rhythms across assigned functions. You serve as technical authority for the led function and integration authority for assigned cross-function scope, resolving conflicts and elevating portfolio-level trade decisions.

Key responsibilities:

- Integrate technical baselines across assigned CIS functions while owning one function's baseline; resolve misalignment in scope, schedule, capability content, and accomplishment criteria.

- Integrate cross-program and cross-function dependencies, owners, need dates, and verified status; direct integration and verification planning backward from culminating events.

- Establish consistent deficiency classification across assigned functions and technical domains; direct impact assessment, prioritization, and resolution planning.

- Determine whether integrated release evidence is complete and technically credible, including verification status, deficiency disposition, limitations, and watch items; advise release authorities on readiness and risk.

- Integrate and reconcile authoritative portfolio data; establish traceable health assessments, leading indicators, and dashboards exposing capability, cost, schedule, risk, and readiness tradeoffs.

- Drive evidence-based decisions through technical interchange, roadmap, anomaly, release-readiness, and program management reviews; resolve cross-function issues and elevate portfolio trade decisions.

Each position focuses on one of four technical tracks based on expertise and team needs. Depth in one track is required; experience across multiple tracks is valued.

Track A - Capability Architecture & Integration Planning (TRM, FIP, CIM)

Translate mission capabilities into executable architectures through functional decomposition, technical roadmaps, interface definition, dependency mapping, and integration planning. Apply MBSE methods such as DoDAF, UAF, or SysML to connect operational needs, requirements, system functions, design decisions, and verification evidence. Define architecture and integration paths for engineering teams.

Track B - Technical Integrity & Release Readiness (ARM, CRM)

Turn technical requirements into verified, integrated, and releasable capability. Apply requirements analysis, interface management, verification/validation planning, integration sequencing, technical performance assessment, and anomaly resolution. Establish objective evidence and readiness criteria for technically sound, transparent, and repeatable release decisions.

Track C - Data Engineering & Architecture (IDM)

Build and operate data pipelines and common data models across heterogeneous sources. Apply SQL and a general-purpose language, preferably Python, for ingestion, transformation, validation, reconciliation, and orchestration. Apply data quality, schema, lineage, and access controls to investigate incorrect values at their source.

Track D - Data Analysis & Decision Metrics (IDM)

Turn integrated data into decision intelligence through precise metric definitions, calculation logic, health assessments, leading indicators, trend analysis, and decision-focused dashboards. Apply SQL and tools such as Power BI, Tableau, or Python. Define metrics so independent analysts produce consistent results.

** Basic Qualifications*
* + Bachelor's degree in engineering, computer science, data science, statistics, mathematics, physics, industrial engineering, or a related technical discipline from an accredited college or university.

+ Demonstrated technical depth in at least one technical track, supported by evidence of leading a technical function and integrating complex work across multiple functions or programs.

+ Ability to interpret, tailor, and govern standards; resolve complex exceptions; and establish consistent technical practices across an assigned integration scope.

+ Experience influencing across program, engineering, and organizational boundaries to align interfaces, dependencies, priorities, and decisions without direct authority.

+ Ability to structure ambiguous cross-functional problems, establish decision criteria, resolve competing technical priorities, and drive alignment through objective evidence.
