Right of Way Project Manager III and IV: Senior-level project management for a portfolio of right of way projects funded by state and federal sources. Responsibilities include initiating, overseeing, and delivering projects from initiation to completion. Manage activities such as negotiating with landowners, relocating displace es, reviewing appraisals, coordinating utilities relocation, and managing the eminent domain process and acquired right of way.

Lead planning, identify risks, monitor progress and schedule, and communicate with stakeholders, management, private entities, governmental agencies, and other parties. May supervise project staff. Follow standard practices with limited supervision of details.

Right of Way Project Manager III

• Develop and communicate project methodology to stakeholders and team members.
• Compile and distribute portfolio information (status reports, expenditures) and provide regular updates to management and teams.
• Coordinate portfolio activities with state agencies, jurisdictions, and private sector partners and contractors.
• Plan and evaluate a portfolio using TxDOT methodologies.
• Lead projects, develop budgets, schedules, work plans, and resource requirements; oversee surveying, appraisal, acquisition/negotiation, relocation, condemnation support, and demolition.
• Train and mentor staff; establish project goals aligned with the Right of Way Strategic Plan.
• Performs other duties as assigned.

Right of Way Project Manager IV (in addition to III duties)

• May lead and evaluate project staff; serves as supervisor during absences.
• Oversees complex projects and advises on policies to ensure compliance with laws and guidelines.
• Performs other duties as assigned.

Experience: 5 years of right of way or related experience, including 3 years of project management or related work (full-time or prorated part-time).
