Position Overview

Regulatory Role:
Manager V, Regional Manager within Texas Health and Human Services Commission (HHSC). Responsibilities include overseeing the daily operations of a BPI field and claims investigations unit within a multi‑county area.

Location:

FORT WORTH, TX. Examines investigations related to Medicaid, CHIP, SNAP, TANF, and WIC programs.

Responsibilities
  • Manage daily operations and activities of the BPI field and claims investigation unit, including staff coaching, counseling, training, and performance reviews.
  • Establish unit goals, guidelines, processes, and monitor completion. Plan, assign, organize, evaluate, and prioritize workload and scheduling.
  • Review and approve fraud investigation reports, ensuring evidence supports findings, over payment calculations are accurate, and case files comply with policies.
  • Represent the Office of Inspector General (OIG) in work groups, meetings, trials, and committees, collaborating with federal and state agencies and law enforcement.
  • Prepare BPI management and productivity reports, studies, and special investigations, research studies, and projects that support OIG operations.
  • Manage the unit budget, purchasing, and oversee studies of HHS operations to recommend improvements.
  • Maintain a regular and predictable schedule and perform other duties as assigned.
Essential Job Functions
  • 40% – Manage operations, staff development, coaching and guidance.
  • 25% – Establish goals, monitor performance, coordinate processes, mentor other managers.
  • 20% – Review reports, identify trends, recommend improvements.
  • 10% – Represent OIG in work groups, support initiatives and policy improvement.
  • 5% – Oversee preparation of reports, special investigations, audits, and budget management.
Knowledge, Skills, and Abilities
  • Knowledge of office management and HHS administrative procedures.
  • Knowledge of public administration, strategic planning, and state/federal laws.
  • Knowledge of OIG operating procedures, enabling legislation, and HHS social services programs.
  • Experience applying HHS eligibility requirements to investigations.
  • Skills in planning, implementation, coordination, leadership, decision making, performance monitoring, data analysis, communication, investigative interviews, legal research, and use of ASOIG and other software.
  • Ability to manage program activities, develop training materials, allocate resources, manage investigations, and provide testimony.
Registration or Licensure Requirements

Current, valid driver’s license required.

Initial Selection Criteria

• Minimum four‑year college or university graduation.

• One year of Texas Health and Human Service OIG Lead Investigator experience or five years of managerial experience; experience managing an investigative team is preferred.

Other Employment Details

• 50% travel required.

• Telework may be available per agency policies.
