Job Summary

Test and Evaluation Program Manager III is a senior program management position. The Test and Evaluation Program Manager III has responsibility for ensuring the planning and performance of assigned complex programs throughout all phases of the program lifecycle. The Test and Evaluation Program Manager III is responsible for the cost, schedule, quality, customer satisfaction, and technical performance of assigned programs and for using that successful execution to drive future growth.

The Test and Evaluation Program Manager III is responsible for effective customer communication and is able to proactively respond to the customer, and gain customer trust by meeting commitments and quality standards. The Program Manager III may be required to mentor and/or lead junior project or program managers. This position will be required to forecast sales, new business, and gross profit on their programs, needed to meet the operational goals of the business unit.

The Test and Evaluation Program Manager III will influence program teams or Integrated Product Teams to achieve excellence in program execution through the use of Earned Value and other techniques to identify program issues and monitor program performance. Program/Portfolio value vary depending on the mix of programs.

The Test and Evaluation Program Manager III will plan, coordinate, and execute all test related activities across multiple test sites for the Mobile Tactical Cannon program. This role interfaces directly with government ranges, and other federal agencies to obtain experimental and test approvals and ensure safe, compliant test operations. The PM will act as a lead within a multi-disciplinary working group (5–10 engineers, 5–10 ILS/CLS professionals, and subcontractors) and serve as a primary liaison to senior leadership, government customers, and external stakeholders.

Responsibilities and Tasks
  • Develop and maintain the integrated test master plan, establishing test objectives, schedules, risk assessments, and resource needs for complex test activities.
  • Coordinate test planning and execution with government ranges and external authorities, ensuring safety, compliance, and alignment with range specific requirements.
  • Lead cross functional test and ILS/CLS working groups, facilitating decision making, assigning actions, and driving issue resolution without formal supervisory authority.
  • Ensure quality and compliance of test documentation, including technical reports, safety assessments, CDRLs, and data collection packages consistent with contractual and regulatory requirements.
  • Provide expert level briefings and status updates to senior leadership, program management, and government stakeholders, highlighting performance, risks, and recommended actions.
  • Apply advanced risk and opportunity management, interpreting performance metrics and financial indicators to identify issues early and drive mitigation strategies.
  • Support program planning and execution, collaborating with engineering, operations, suppliers, and subcontractors to ensure readiness, integration activities, and transition to production.
