SUMMARY:

Under the direction of the Vice President Housing Operations & Client Services, the Housing Manager is responsible for performing technical, administrative, and management work in arranging and conducting daily activities relevant to the Housing Assistance Programs including but not limited to:
Housing Choice Voucher Program, Assisted Housing Inspections, and contract administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Performs quality control on initial contracts and data entry to ensure proper processing and rent calculation.
  • Performs quality control on all files, interim and annual, to ensure proper processing and payment to owners.
  • Assists with quality control Inspection and interfaces with landlords on policy and procedures.
  • Ensures that new Landlord orientation is conducted once a month to ensure owners and managers what the program requires of them.
  • Ensures counselors’ caseloads are distributed equitably and annual and interim changes are done in accordance with program regulations and FWHA policies and procedures.
  • Assists with Inspection Supervisor in contacting prospective landlords, individuals, and realtors to obtain their cooperation and participation to ensure an adequate number of standard housing units are available under the HAP programs.
  • Communicates program status, quality control results, information pertaining to landlords and major issues to Vice President on a monthly or as needed basis.
  • Monitors landlord payments monthly to ensure accuracy and timeliness.
  • Ensures participant files are complete and in accordance with HUD regulations and FWHA policies.
  • Provides training on policies and procedures including HUD regulations to new hires and to inform staff of changes to regulations and /or policies.
  • Drafts operational procedures for supervisory approval as needed.
  • Provides technical and professional assistance in resolving conflicts between participants, landlords, and staff.
  • Monitors and reviews all incoming and outgoing portables to ensure accurate procedure is followed and HAP reimbursements are done properly each month.
