Job DescriptionThis position plays a critical role in supporting St. Louis County’s mission to deliver accessible and accountable services. As a Senior Funding Administrator, you will use your strategic judgment, advanced project management skillset, and strong communication abilities to lead essential funding functions within the Division of Administrative Services. The ideal candidate is an experienced negotiator, collaborative problem‑solver, and seasoned administrator who thrives in dynamic environments where innovation, compliance, and public service intersect.
Reporting directly to the Division Manager of Administrative Services, the Senior Funding Administrator is responsible for overseeing and negotiating department‑specific contracts including leases, land conveyances, grants, and related agreements. This role monitors, organizes, supervises, and coordinates contract service delivery and operations within the Division of Administrative Services. Work is performed with agency to exercise sound professional judgment, independent decision‑making, and creative initiative to support best practices and high‑quality service delivery to St.
Louis County residents.

Key Responsibilities- Ensure coordination, minimize duplication of efforts, and maintain strong relationships with internal departments and inter‑agency partners.
- Evaluate staff performance to ensure all grant documentation is current, accurate, and compliant with funder requirements.
- Complete and submit grant applications for existing grants and identify new funding opportunities.
- Maintain all required grant records and documentation to ensure regulatory compliance.
- Conduct and participate in grant audits.
- Perform site visits to evaluate program performance and compliance.
- Organize donations and maintain accurate donation records.
- Ensure programs meet quality standards and resources are used efficiently; review and approve expenditures.
- Safeguard integrity of purchases and enforce fiscal accountability measures.
- Implement process improvements and establish standard operating procedures.
- Review key performance metrics and take action to improve outcomes.
- Oversee implementation of grant‑funded services delivered through financial contracts.
- Manage the successful execution and full life‑cycle administration of contracts and agreements.
- Serve as a professional proxy for the Division Manager of Administrative Services when assigned.
- Oversee generation of competitive grant proposals.
- Lead and promote best practice standards and continuous improvement efforts.
- Strengthen revenue plans and actively support proposals for new funding sources aligned with departmental strategic goals.
- Assist in planning and administering budgets for programs, equipment, and support services.
- Establish administrative procedures that support objectives set by the Director’s Office.
- Analyze proposed legislation or regulatory changes affecting health outcomes and make recommendations to leadership.
