The Utility Worker II/III

are non‑management positions in the Utility Worker class series and are performed under the general direction of the Lead Utility Worker. Job assignments may be performed with minimal guidance and supervision with the expectations that incumbents have the ability to choose among alternatives in completing tasks. Work is typically performed outdoors, and may include work in inclement weather, work in a cold and wet environment, and work in confined spaces.

Work assignments may include heavy physical and manual labor.

Utility Worker II ($41,371 - $50,334/year)

Full‑time, entry‑skill level position.

Utility Worker III ($45,604 - $55,485/year)

Full‑time, advanced‑skill level position.

Primary Responsibilities
  • Inspects sewer collection lines for stoppages or damage
  • Unplugs, cleans, and maintains lines with a variety of equipment
  • Sets up traffic safety devices prior to beginning fieldwork
  • Checks manholes for dangerous gases and uses proper safety precautions when entering confined spaces
  • Uses line tracing equipment to locate City owned water and sewer lines
  • Uses GIS maps to assist in locating valves, meters, and other utility infrastructure and to track maintenance tasks
  • Hydraulically cleans sewer collection lines with high pressure equipment during cleaning operations
  • Operates sewer CCTV equipment to inspect sewer lines
  • Repair and replace pressure hoses when necessary, replace valves and settings; reads meters; cleans, tests, and rebuilds meters; tests and repairs backflow prevention devices (with proper certification)
  • Digs up and repairs damaged sections of pipe; cuts, installs, threads, and assembles new pipe
  • Operates vehicles and equipment, such as dump truck, vacuum excavation equipment, backhoe, plate compactors, jackhammers, tampers, and cutters and uses a variety of hand and power tools
  • Install new water and sewer services, and inspect new installations
  • Maintains inventories of needed supplies and materials
  • Compacts and paves utility ditches
  • Responds to public complaints and emergency repair calls
  • Will participate in a rotating one‑week, 24‑hour on‑call schedule
  • Performs heavy physical labor and strenuous activities
  • May work weekends, holidays, and irregular shifts
Knowledge of
  • Safe work practices, work safety programs and procedures.
  • Methods, tools, and equipment used in sewer collection system, water distribution system, and water meter maintenance and repair work.
  • Comprehensive knowledge of the City's water meter reading software and equipment.
  • Construction methods and procedures related to underground work.
  • Act with integrity, ingenuity and inventiveness in the performance of assigned tasks.
Ability to
  • Learn and follow the organization, procedures, and operating details of the Public Works Department.
  • Perform a wide variety of operations, inspection, maintenance, and repair work on the City's collection lines, water distribution system, pump stations, and water meters.
  • Skillfully use the hand and power tools involved in sewer collection and water distribution system maintenance, repair, and construction.
  • Perform operations assignments with the City's collection line maintenance equipment and variety of maintenance and repair work at City facilities.
  • Follow oral and written directions and maintain records.
  • Perform strenuous activities and heavy physical labor, work under unpleasant conditions.
  • Establish and maintain effective working relationships, including good public relations with people contacted during work assignments.
  • Communicate effectively with others, both orally and in writing, using both technical and non‑technical language.
  • Understand and follow oral and/or written instructions, policies and procedures.
  • Prepare and present accurate and reliable reports containing findings and recommendations.
  • Operate or quickly learn to operate a personal computer using software applications appropriate to assigned tasks; as applicable.
  • Use logical thinking and creative thought processes to develop solutions according to written directions or oral instructions.
