DEFINITION /

PURPOSE:

The Chief Financial Officer is responsible for the overall financial management of a Sovereign Nation. This includes accounting, financial and regulatory reporting, external audits, balance sheet management, investments, and financial planning and analysis

Skills & Qualifications

  • Self-motivated and able to execute independently with the ability to demonstrate sound judgment and resourcefulness in decision making and problem solving.
  • Excellent knowledge of data analytics and forecasting methods
  • Knowledge of the principles of management, administration and supervision;
  • Knowledge of budgeting techniques and development;
  • Knowledge of tribal, state and federal laws, regulations, policies and practices governing finance;
  • Knowledge of external audit process and grant accounting
  • Knowledge of generally accepted accounting principles including governmental accounting;
  • Knowledge of procurement, grant and contract administration and risk management;
  • Skill in planning, organizing, directing and managing projects;
  • Minimum Qualifications:

    1.) Bachelor's degree in business, finance or accounting required
  • 2.) Certified Public Accountant (CPA) and Master’s degree preferred
  • 3.) Minimum 10 years related work experience with 5 years as a CFO or equivalent.
  • 4.) Experience in Government required, with preference in Tribal Government and familiarity with Enterprises desired, with the preference in Tribal Enterprises
  • 5.) Must have and maintain a valid Arizona driver’s license.
  • 6.) Enterprise accounting management experience.
  • 7.) Government Finance Fund accounting experience a plus.
  • 8.) Assess financial performance including risks and Investment strategy and goals
  • 9.) Superior problem-solving skills and ability to work under pressure in a demanding environment. Operational and Strategic Budgeting. Leadership experience.
  • 10.) History improving financial reporting and driving operational effectiveness.
  • 11.) Knowledge of Policies and Procedures and Compliance
  • 12.) A high level of integrity and dependability and results-oriented.
Duties & Responsibilities

DUTIES AND RESPONSIBILITIES:

  • Manages all funds, cash flows, investments, and assets for the Fort McDowell Yavapai Nation
  • Consistently produces accurate and timely financial information, supervises the preparation of financial statements, safeguards the organization’s assets, strengthens financial controls, identifies and eliminates deficiencies in department operations, prepares and maintains the organization’s budget, and analyzes financial reports.
  • Plans and coordinates the organization’s annual independent fiscal audit and coordinates the presentation of audit results to leadership.
  • Continuously evaluates, implements, and administers financial policies and procedures for the organization to ensure compliance, accuracy, and efficiency.
  • Oversees the structure, staffing, and accountability of the finance department and its functions including but not limited to grants, accounts payable, payroll and purchasing.
  • Coordinates with senior members of management in developing major financial plans including but not limited to capital expenditure projects.
  • Ensures that the organization consistently demonstrates ethical and responsible behavior.
  • Serves as an advisor to the Nation’s finance committee.
  • Serves as Medical and Pension Plan Trustee; evaluates plans and makes recommendations regarding cost effectiveness.
  • CFO is responsible for developing and monitoring the Nation’s budget as well as assisting the directors with department budget issues and variances.
  • Fiduciary Responsibility to the Nation
