- Perform engineering duties in the planning, design, construction, operations, and compliance of wastewater facilities, infrastructure, systems, and programs.
- Oversee engineering design development and project management of assigned programs and projects.
- Inspect and analyze plant operations, implement process improvements, and enforce industrial wastewater discharge regulations.
- Review, process, and approve permits, and serve as a technical resource and advisor on projects, programs, and systems.
- Research complex engineering issues, conduct studies, and perform related duties.
- Provide technical leadership and expertise in design, commissioning, and construction projects.
- Review plans, technical specifications, and consultant designs for compliance with scope, standards, codes, and stakeholder needs.
- Prepare electrical single‑line diagrams, plan drawings, control schematics, lighting calculations, cable and conduit schedules, load calculations, and technical specifications.
- Coordinate designs with operations and maintenance.
- Participate in design workshops, commissioning activities, acceptance testing, and reliability acceptance testing.
- Resolve issues, review electrical testing reports, attend staff training, and develop corrective action plans.
- Participate in RFP development, scopes of work, proposal review, and selection of consulting engineers.
- Perform complex power‑system studies (short‑circuit, coordination, arc‑flash) and engineering calculations.
- Ensure compliance with contract documents and OC San standards, policies, and engineering best practices.
- Analyze regulations, track new developments, and develop policies and procedures.
- Research emerging products and innovations applicable to OC San’s needs.
- Bachelor’s degree in civil, mechanical, chemical, electrical, environmental engineering, or a related field from an accredited U.S. institution.
- Four (4) years of progressively responsible professional engineering experience.
- Valid California Class C Driver’s License.
- Registration as a Professional Engineer (P.E.) in California.
- Major coursework in electrical engineering.
- Water/wastewater electrical system design experience.
- P.E. in Electrical Engineering.
- Experience with wastewater instrumentation, SCADA control, automation, and piping/instrumentation diagrams.
- Design experience of medium‑ and low‑voltage electrical power distribution systems, motor control, standby power, uninterruptible power systems, and technical specifications.
- Experience performing electrical system analysis with short‑circuit, coordination, and arc‑flash studies using software such as ETAP.
- Demonstrated troubleshooting skills and practical solutions.

Physical and Environmental RequirementsStandard office setting with occasional site visits; ability to lift up to 35 lbs (occasionally 51 lbs) and perform light physical work. Required mobility for field tasks, including standing, walking, climbing ladders, and operating motor vehicles. Exposure to noise, temperature extremes, chemicals, dust, and other hazards in field work.
