Orange County Sanitation District Engineer (Electrical)

Responsibilities
  • Provide technical leadership and expertise in design, commissioning, and construction projects.
  • Review plans, technical specifications, and design documents for compliance with codes and stakeholder needs.
  • Assess and oversee the design of complex engineering drawings, systems, and processes.
  • Prepare electrical single‑line diagrams, plan drawings, control schematics, lighting calculations, cable and conduit schedules, load calculations, and technical specifications.
  • Coordinate designs with operations and maintenance teams.
  • Lead design workshops and develop recommendations to address project problems.
  • Deliver design and construction engineering services to complete projects within approved budgets and schedules.
  • Research engineering and design issues, evaluate alternatives, and provide sound recommendations.
  • Review construction submittals and ensure compliance with technical specifications and contract documents.
  • Respond to contractor’s requests for information with necessary plan clarifications and changes.
  • Participate in commissioning activities, acceptance testing, and reliability testing.
  • Troubleshoot electrical issues as they arise and verify equipment acceptance through testing reports.
  • Provide staff training and development of corrective action plans for identified problems.
  • Involve in the development of request for proposals, scopes of work, and selection of consulting engineers.
  • Perform complex power system studies (short‑circuit, coordination, arc flash) to assess modifications and future growth.
  • Carry out engineering calculations and analyses for projects and equipment replacement.
  • Ensure that OC San standards, policies, procedures, and engineering best practices are consistently applied.
  • Interpret and explain regulations and policies, track legislative developments, and develop related documents.
  • Stay abreast of new trends, innovations, and emerging products applicable to OC San needs.
Qualifications – Required
  • Bachelor’s degree in civil, mechanical, chemical, electrical, environmental engineering, or related field, with major coursework relevant to the assignment.
  • Four (4) years of progressively responsible professional engineering work experience.
  • Valid California Class C driver’s license.
  • Registered as a professional engineer (P.E.) in the State of California.
  • Qualifications – Desired
    • Major coursework in electrical engineering.
    • Experience in water/wastewater electrical system design.
    • P.E. in Electrical Engineering.
    • Experience in wastewater instrumentation, SCADA control, automation, P&.
    • Experience designing medium‑ and low‑voltage electrical power distribution, motor control, standby power, and UPS systems.
    • Experience performing short‑circuit, coordination, and arc flash studies, preferably using ETAP.
    • Experience troubleshooting electrical equipment and delivering practical solutions.
    Physical Demands
    • Mobility to work in an office setting, operate a motor vehicle, and visit sites; primarily sedentary with occasional standing and walking.
    • Ability to lift, carry, push, and pull objects up to 35 pounds.
    • Work in changing site conditions, walking on uneven or slippery surfaces, reaching, bending, kneeling, climbing ladders.
    • Perform light physical work with potential to lift or carry objects averaging 51 pounds or more with proper equipment.
    • Good vision for reading printed materials and inspecting site conditions.
    • Hearing and speech adequate for communication in person and by telephone.
    • Finger dexterity to operate computer keyboards, calculators, and standard office equipment.
    • Frequent walking in operational areas to identify problems or hazards; ladder climbing, cabling, and use of electrical testing and networking equipment.
    Environmental Elements
    • Office environment with moderate noise levels, controlled temperature, and no direct exposure to hazardous substances.
    • Field work with exposure to loud noise, extreme temperatures, inclement weather, road hazards, vibration, chemicals, mechanical and electrical hazards, fumes, dust, and air contaminants.
    • Interactions with upset staff and public or private representatives regarding policy enforcement.
    Other Requirements
    • Probationary period as per OC San policies; at‑will status before completion.
    • Pre‑employment background investigation, physical examination, and drug screen.
    • Work location assignment based on business needs, subject to change.
    • Mandatory disaster service worker designation and loyalty oath; completion of required training.
