Job SummaryUnder general direction, plans, coordinates, and completes complex administrative, operational, financial, statistical, and other administrative analysis and process assignments; assists Executives and/or Department Managers of the assigned department in the handling of city contracts, and associated operational and technical issues; performs assignments in support of the negotiation, facilitation and administration of Intergovernmental Support Agreements; performs special assignments and resolves operational issues, using knowledge of federal, state and local contracting processes and the operations and policies of the City and assigned Department.
Requires technical expertise and experience related to procurement, contracting policies and procedures, and program administration, particularly as it relates to Federal acquisition requirements and processes.
- Assists Executive’s and/or Department Managers with administration of interdepartmental and intergovernmental programs and projects; develop recommendations on procedures, standards, and rules related to Intergovernmental Support Agreements (IGSA), procurement processes and contracts;
- Provides technical advice and support to decision makers regarding the development of IGSA proposals and standard operating procedures.
- Provides technical expertise and advice to City leadership related to federal contracting processes, policies, procedures, and methods.
- Coordinates, oversees, and performs professional level administrative support work of all aspects of the development of City procurements; facilitates contract-related activities, to include preparation and tracking of Requests for Proposal, Requests for Information, contract negotiations and evaluation, contract development activities and preparation, contract administration, tracking and management, and related activities.
- Monitors compliance of appropriate contractual agreements; ensures documents comply with appropriate local, state or federal contract standards; mediates user/provider complaints; facilitates quality control activities.
- Prepares information necessary for administrative or management decisions and implementation of policies and decisions; particularly related to procurement and contract administration.
- Maintains and updates a variety of computer databases and files; enters, edits, and retrieves data, and prepares reports; reviews and processes invoices, requisitions, and special government documents.
- Functions as part of project leadership and implementation team for large federal related contracts, grants and programs, as well a municipal programs and projects.
- Assists in the design and implementation of systems and forms for use in administration of City programs, particularly focused on Intergovernmental Support Agreements.
- May assist in planning and executing events and conferences; organizes and facilitates meetings; prepares and delivers oral presentations and reports;
- On occasion, may serve as City staff liaison, as assigned, to working groups, committees, or teams.
- Collaboratively works with representatives of other City departments, military units, or community organizations in support of negotiation and implementation of contractual agreements.
- Establishes and maintains tactful and constructive relationships by collaborating with City employees, including elected and senior officials and managers, the public, military, and other governmental representatives.
- Identifies issues, options, and projected outcomes and makes recommendations to decision makers;
- Supports the relationship between the City of Fountain and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff;
- Maintains confidentiality of work-related issues and City information;
- Complies with all City policies and procedures, as well as applicable local, state, and federal laws, regulations, and requirements related to the performance of assigned duties.
- Performs other duties and responsibilities as assigned.
This position has no supervisory responsibilities.
Work EnvironmentWork is performed in both a professional office environment and on military installations, municipal facilities, and project sites in support of Intergovernmental Support Agreements and federal contracting activities. While substantial time is spent performing administrative, analytical, and coordination duties in an office setting, this position regularly requires presence in field environments to attend meetings, monitor contract performance, coordinate with military and federal partners, and support program implementation.
