Position: Treasurer / Collector

Overview

The purpose of this position is to oversee the Town’s treasury and revenue collection functions, including the receipt, investment, disbursement, and reconciliation of municipal funds. The Treasurer-Collector manages tax collections, cash flow, investments, debt obligations, and town-wide payroll administration while ensuring compliance with local, state and federal laws and policies. The position coordinates with the Human Resources Office on employee benefits and regulatory requirements, and serves residents, businesses, employees, and Town departments, while safeguarding the Town’s fiscal integrity and public trust.

Responsible for the custody, collection, deposit and reconciliation of receipts, posting of cash book and monthly reconciliation of bank accounts. Oversees the cash management program. Monitors cash flow to ensure timely payments and prepares analyses and forecasts of cash needs while maximizing interest earnings. Reconciles cash and accounts receivable to the Finance Director’s General Ledger. Responsible for closing and reconciliation of all books and accounts.

Prepares reports for the Town Report, including documentation pertaining to payroll and personnel and treasury accountability. Prepares the quarterly report of reconciliation of the Treasurer’s cash for the Bureau of Accounts. Prepares quarterly report of outstanding taxes.

Invests funds in accordance with applicable laws, Town policies, and best practices for safety, liquidity, and yield. Maintains records of all investments and ensures proper accounting and reporting of interest earnings. Maintains custody of stabilization funds, reserve funds, trust funds, enterprise funds, investments, and other funds. Disburses funds for legal obligations of the town, including tax deductions, accounts payable and other authorized encumbrances.

Administers all short-term and long-term debt for the Town, ensuring compliance with Massachusetts General Laws, bond covenants, and Department of Revenue requirements. Coordinates the issuance of bonds, bond anticipation notes (BANs), and other authorized borrowings, including preparation of schedules, documentation, and closing materials. Works with municipal advisors, bond counsel, underwriters, and rating agencies throughout the debt issuance process. Ensures timely payment of interest and principal on maturing debt.

Prepares the Statement of Indebtedness for filing with DOR. Oversees the annual continuing disclosure requirements, including preparation and submission of required financial and operating data.

Works with the Human Resources Office to compile and maintain records for use in employee benefits administration; prepares disbursements and balances vendor accounts.

Oversees payroll processing and ensures compliance with applicable laws and collective bargaining agreements in collaboration with the Human Resources Office. Oversees associated vendor funding and all required monthly, quarterly, and annual payroll and benefits reporting and filings.

Provides assistance to taxpayers. Researches history of accounts, analyzes and prepares written responses for taxpayers. Supervises the processing of refunds for over payment of real estate, personal property, excise tax payments and utility billing. Supervises the permitting process of the Town commuter parking lot. Takes legal action to collect overdue real estate taxes (tax title and foreclosure) and supervises the preparation of municipal lien certificates.

Ensures compliance with all applicable federal, state, and local laws, regulations, and policies. Maintains accurate records and internal controls to support audits and financial reviews. Provides responsive, professional service to residents, businesses, employees, and Town departments.

Education and Experience

Bachelor’s degree in accounting, finance, business administration or a related field. A minimum of five years of experience in a municipal finance supervisory position, or any equivalent combination of education and experience.
