Job Description

Description

The Massachusetts State Police are seeking an Accountant IV for Grants in our Fiscal Unit. The Accountant IV will examine accounting data, prepare financial reports, maintain accounting records, and perform related work as required. This position will assist the Deputy Director of Grants and Special Projects with all budgeting, accounting, auditing, and reporting associated with grant-funded programs, projects and processes.

These include but are not limited to: assisting Grant Administrators with obtaining grant funded goods and services through the RFR process and state contracts, budgeting, encumbering, and processing grant payment documents in Mosaic and Commbuys, requesting grant modifications when necessary, completing and submitting quarterly/semi-annual financial/progress reports, budget/spending reconciliation.

Additional duties include but are not limited to:

  • Completing quarterly/semi-annual financial/progress reports, and budget/spending reconciliation.
  • Notify and submit paperwork to oversight agencies to set up and implement grant once awarded.
  • Lead and/or participate in program & audit meetings.
  • Assist with reporting requirements, extension requests, program issues, financial reports, grant modifications and closeout of grants.
  • Ensure that all grant correspondence is maintained in grant files and in central vendor files and in accordance with the State Record Retention Policy.
  • Ensure grant files are kept up to date and include all relevant backup documents that will withstand a grant audit.
  • Work with the Asset Inventory Section to track grant equipment.
  • Assist Grant Administrators with obtaining grant funded goods and services through the RFR process and state contracts.
  • Assist with preparation of solicitations, posting of solicitations, evaluating bids, negotiating contracts, awarding contracts and proper administration of Department of the State Police contracts through COMMBUYS.
  • Ensure encumbrance, expenditure and program compliance and ensure all grant related purchases are allowable. Work with Grant Administrators and Grant Manager to budget, encumber, approve and process grant payment documents in MMARS and COMMBUYS.
  • Track and record grant-funded travel expenditures.
  • Run Commonwealth Information Warehouse reports for expenditures and data analysis.
  • As a member of the MSP Fiscal Unit, the incumbent will provide assistance to the Fiscal Unit Divisions as required
  • Schedule meetings as required to discuss grant related activities, spending, and processes.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE:

Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
