This position is designated as an Emergency Personnel position. Due to the critical nature of these job functions, this position will be required to report to their assigned work site as scheduled, regardless of an emergency that may otherwise affect staffing of other state offices.
The Accountant V - Federal Grants Fiscal Coordinator is responsible for fiscal administration of the Massachusetts Emergency Management Agency (MEMA) federal grants consisting of the FEMA Public Assistance program, Hazard Mitigation program, and the Emergency Management Preparedness Grant program; the FWHA Hazardous Materials Emergency Preparedness program; and the DHS State Homeland Security program. Under the supervision of the Chief Fiscal Officer the position ensures all financial documents and transactions related to state sub-grants, and other federal spending comply with all applicable laws, regulations, and requirements.
The position will supervise the process of encumbrance and expenditure transactions in the state accounting system, oversee automated central draw and manual non-central draw processes, maintain and reconcile federal account balances, prepare all required reports, monitor sub-recipients for audits and compliance, utilize state and federal financial databases to formulate program spending projections, analyze federal spending, and maintain financial files in accordance with state and federal requirements.
This position is responsible for interpreting and applying multiple sources of federal regulations, including 2 CFR 200. This position serves as the audit liaison to state and federal auditors. The position will track MEMA expenditures related to emergencies to develop federal reimbursement submissions of the agency and provide fiscal support to the Finance/Admin Section during emergency activations. Participates in emergency response for federally graded exercises, drills and EOC emergency operations.

- 1. Position will serve as the fiscal liaison to all MEMA federal grant programs. Program staff and Supervisor fiscal questions or requests will be directed to this position to be addressed based on federal and state requirements or referred to the CFO for further review.
- 2. Provides recommendations for policies and procedures based on federal and state requirements that ensure fiscal compliance, efficient business processes, and clear staff understanding or obligations under policies.
- 3. Manage award amount, grant set up, obligation ceilings and grant budget monitoring.
- 4. Review state grant contracts prior to issuance to sub‑recipients for accuracy and compliance with state finance laws and regulations.
- 5. Process agency contracts and supervises payments for sub‑grants to local communities or other sub‑recipients including central and non‑central draw processes and single project obligations under FEMA requirements.
- 6. Process encumbrances and accounts payable documents for the agency. MMARS documents are processed in accordance with state policies and procedures.
- 7. Coordinate with the Office of the State Comptroller and the Office of the State Treasurer to carry out Automated Central Draw and Non‑Central Draws; interface with various federal funding system to draw and reconcile federal funds.
- 8. Monitor sub‑recipient audit activities through 2 CFR 200.331 and Subpart F procedures; track submission of sub‑recipient audit reports for follow up with CFO and sub‑recipients through Management Decisions; maintain tracking and accounting of sub‑recipient funds owed to the Commonwealth and submit notice letters to CFO.
- 9. Collect information and report on FFATA requirements.
- 10. Prepare quarterly financial reports for review and approval by CFO and submission to federal agencies.
- 11. Maintain documentation and support for all transactions and prepare all materials for federal and state audits.
