Summary

The EA (Emergency Assistance) Program Manager oversees case management services for families exiting SMOC’s Emergency Assistance shelters and those housed through SMOC’s internal housing initiatives, such as the MRVP Supported Housing Program. This role ensures families transitioning from shelter receive timely, targeted stabilization services that promote long‑term housing stability and prevent returns to homelessness. The EA Program Manager leads a team that works closely with SMOC shelter staff, coordinates internal housing opportunities, and supports clients through individualized housing action plans, crisis intervention, and connection to community resources.

This role is integral to SMOC’s internal continuum of care, bridging shelter and permanent housing with intensive support services.

Primary Responsibilities
  • Manage the day‑to‑day operations and fiscal oversight of the EA Stabilization program, serving families exiting SMOC's EA family shelters and those in SMOC’s MRVP Supported Housing Initiative.
  • Supervise and support EA stabilization case managers, focusing on clients with direct ties to SMOC‑run shelter programs.
  • Assist, when needed, with approving HomeBASE packets from SMOC shelters.
  • Coordinate closely with shelter staff and front desk personnel to proactively identify and engage families in need of stabilization support or housing assistance.
  • Oversee the facilitation and promotion of internal housing lotteries, collaborating with SMOC Non‑Profit Housing to ensure fair and timely processes.
  • Ensure timely completion of needs assessments, stabilization plans, and housing action plans, while maintaining high documentation standards for EA clients.
  • Lead strategic housing search planning specific to families exiting congregate or scattered‑site shelter, tailoring plans to address barriers unique to this population.
  • Prioritize crisis response and tenancy preservation among EA clients, working with internal departments to intervene early and prevent shelter re‑entry.
  • Submit monthly MRVP billing report to Financial Analyst.
  • Engage in cross‑functional collaboration with shelter directors and SMOC departments to strengthen service continuity post‑shelter exit.
  • Participate in agency‑wide Family Emergency Services leadership, with a focus on stabilization and aftercare planning.
  • Ensure the services are operated in compliance with all federal, state and local funding requirements, as well as agency policies and procedures.
  • Provide on‑call support as assigned, including evening coordination when necessary.
  • Engage all clients by understanding and addressing their needs, whether within or outside the scope of work.
  • Attend and participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
  • Other duties as assigned.
Knowledge and Skill Requirements
  • Bachelor’s Degree and a minimum of 6 years of related experience working in a supervisory role.
  • Previous case management experience required.
  • Housing search experience preferred.
  • Excellent organizational and interpersonal skills required.
  • Bilingual skills a plus.
