Position Overview
The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. This position is in the Office of Administrative Services, working in the Division of Fiscal Management, Accounting, Reconciliations Section as an Accountant Clerk II at the Education and Labor Cabinet. The position will be based in Franklin County.
Job Duties- Reviews and processes Procurement Card Payment Request (PRCC) from the receipts and information entered USBank by the Education and Labor Cabinet procard cardholders.
- Verifies the accounting string and works with the Budget and Grant Specialist when issues arise.
- Audits and processes travel voucher (TP) documents for all Departments under Education and Labor Cabinet.
- Verifies that the appropriate funding is being used and that all travel regulations set by Finance and by the Cabinet are being followed.
- Works with Budget and, or, Grant Specialists when issues do arise.
- Assist in the reconciling of travel vouchers and procard payments when needed.
- Reviews and processes Internal Transaction Agreements (ITA) documents for payment when the Cabinet is charged for internal transaction initiator (ITI) from another state agency (seller) for expenditures.
- Performs other duties as assigned.

This position will have access to confidential and sensitive information. Minimum RequirementsEDUCATION: High school graduate.
EXPERIENCE, TRAINING, OR
SKILLS:
Three years of accounting, bookkeeping, or fiscal clerical experience.
Substitute EDUCATION for
EXPERIENCE:
Additional education in accounting, business administration, business education, office administration, or a related field will substitute for the required experience on a year‑for‑year basis OR Kentucky Community and Technical College System (KCTCS) Certification in Accounting will substitute for two years of the required experience OR KCTCS Certification as an Accounting Recordkeeping Specialist will substitute for the required experience.
