Description

The Cabinet for Health and Family Services (CHFS) is home to most of the state's human services and health care programs, including the Department for Medicaid Services, the Department for Community Based Services the Department for Public Health, the Department for Aging and Independent Living and the Department for Behavioral Health, Developmental and Intellectual Disabilities. CHFS is one of the largest agencies in state government, with nearly 8,000 full- and part-time employees located across the Commonwealth focused on improving the lives and health of Kentuckians.

The Department for Public Health's Office of Vital Statistics (OVS) is the only official system of vital statistics in the Commonwealth. OVS Program Coordinators Interpret laws, regulations, policies and procedures for OVS programs. They request and collect program data, edits and analyzes data, and write comprehensive program status reports. They perform in depth analysis of program support needs and make recommendations to policy and procedures.

They review records and reports submitted by program recipients or agency staff for compliance with legal, regulatory or policy standards. They respond to programmatic inquiries from the general public, governmental officials, or other jurisdictions. There is a continued need to communicate procedural or program changes to program staff, contractors, recipients, and other interested parties. There is a need for continued development of systems in support of 3 distinct core functions.

OVS is comprised of dedicated individuals who provide excellent customer service.

The Program Coordinator professionally interprets and applies laws, rules, regulations (KRS 213/KAR 901:5) and office policies applicable to the administration of the Office of Vital Statistics (OVS).

Responsibilities Include But Are Not Limited To The Following
  • Provide professional communications to stakeholders.
  • Provides necessary training to staff and agencies accurately and timely.
  • Prepares reviews, analyzes, and presents reports.
  • Completes investigations and updates to data quality and program errors.
  • Composes Data Usage Agreements for data sharing with stakeholders.
  • Works closely with the management related to governance, programmatic or policy questions in relation to data quality and processes.
  • Supports OVS and DPH in planning and coordinating program related activities and obligations.

    Makes recommendations for OVS programs.
  • Evaluate program opportunities
  • Responds to programmatic inquiries.
  • Reviews records and reports submitted by program recipients or agency staff for compliance.
  • Follow and Interprets laws, regulations, policies and procedures for Vital Statistics program(s).
  • Coordinates all inter- or intra-unit administrative functions of a specific program(s).
  • Gather or distribute program or technical information.
  • Planning and coordination of program(s) and activities.
  • Ensure implementation of policies and practices.
  • Help build positive relations within the team and external parties.
  • Schedule and organize meetings/events and maintain agenda.
  • Ensure technology is used correctly for all OVS programs.
  • Keep updated records and create proposals.
  • Support growth and program development.
  • Perform other duties as assigned.
