The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability.

It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.

We are seeking an Administrative Supervisor to provide direct supervision to staff providing administrative support of an agency's business operations.

Key Responsibilities
  • Supervises, plans, organizes, and directs the daily operations of assigned administrative staff and functions.
  • Assigns and reviews work, establishes priorities, monitors workload, evaluates employee performance, approves leave, provides coaching, and ensures compliance with agency policies and procedures.
  • Coordinates and oversees administrative operations that support vocational rehabilitation programs, including procurement, contracts, travel, training, records management, office operations, and special projects toensure efficient and effective service delivery.
  • Develops, implements, and monitors administrative policies, procedures, and internal controls to ensure compliance with state and federal laws, agency regulations, and program requirements.
  • Provides guidance and technical assistance to staff and management.
  • Manages administrative resources, including budgets, purchasing, equipment, facilities, and office supplies.
  • Reviews expenditures, approves requests within delegated authority, and recommends resource allocations tosupport agency operations.
  • Prepares, reviews, and analyzes reports, correspondence, and administrative documents.
  • Monitors operational performance, identifies process improvements, and provides recommendations to agency leadership to enhance efficiency and accountability.
  • Serves as a liaison with agency leadership, state agencies, vendors, service providers, and other stakeholders to coordinate administrative activities, resolve operational issues, and support agency initiatives, meetings,and projects.
  • Performs other duties as assigned.

Minimum Requirements
  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR

    SKILLS:

    Four years of professional administrative experience.
  • Substitute EDUCATION for

    EXPERIENCE:

    A master's degree in public or business administration or a related field will substitute for one year of the required experience.
  • Substitute EXPERIENCE for

    EDUCATION:

    Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.
  • SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Working Conditions Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
