Healthcare Business Analyst

Harvey Nash is seeking an experienced Healthcare Business Analyst to support the Kentucky Department for Public Health (DPH) on the Rural Health Transformation Plan (RHTP), a high‑impact initiative focused on improving healthcare access, technology, workforce development, and rural health infrastructure across Kentucky.

We are looking for individuals with strong Business Analysis experience, healthcare domain knowledge, and who enjoy working on large‑scale public sector IT initiatives. If you meet the qualifications listed below, we’d love to hear from you.

• Gather, analyse, and document business requirements
• Conduct business process analysis and gap analysis
• Facilitate Joint Application Design (JAD) sessions
• Review vendor design documents for completeness and business alignment
• Develop test plans, test scenarios, and support system testing
• Track Risks, Action Items, and Decisions (RAID)
• Collaborate with project teams, business stakeholders, technology leaders, and executive leadership
• Report project status and ensure successful project delivery throughout the SDLC

• Must have State or Federal clients experience
• Bachelor’s degree or equivalent experience
• 3+ years of Business Analyst experience
• Experience gathering and documenting business requirements
• Strong understanding of the Software Development Life Cycle (SDLC)
• Excellent analytical, problem‑solving, and communication skills
• Ability to manage multiple priorities in a fast‑paced environment
• Strong stakeholder management and facilitation skills
• Self‑motivated, detail‑oriented, and able to work independently

• Healthcare research, planning, or financial management experience
• Healthcare policy interpretation and implementation experience
• Process improvement experience
• Experience supporting Public Health or Healthcare Information Systems
• Experience working with the Commonwealth of Kentucky or other State Government agencies
