The Kentucky Department for Public Health seeks a dedicated Federal Program Specialist tooversee grant and continuous quality improvement activities for the Health Access Nurturing Development Services (HANDS) Program within the Division of Maternal and Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development andfamily well-being. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asa result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee.

An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Key Job Responsibilities
  • Provides leadership and oversight for federally funded programs, including grant development, budget management, compliance monitoring, and implementation of program deliverables.
  • Serves as the primary liaison among federal, state, and local partners, providing technical assistance,policy guidance, and operational support.
  • Oversees reporting, fiscal accountability, and the development of procedures and documentation to ensure program effectiveness and compliance.
  • Leads continuous quality improvement through data analysis, performance monitoring, technical assistance, and strategic planning to strengthen program effectiveness, support federal compliance, and implement MIECHV requirements.
  • Partners with Local Implementing Agencies to monitor performance, identify improvement opportunities,and support high-quality service delivery.
  • Collaborates with program leadership to support statewide quality assurance, evaluation, and continuous improvement efforts through data analysis, performance monitoring, and strategic planning.
  • Provides recommendations and operational support to enhance program effectiveness, ensure consistency,and drive data-informed decision-making.
  • Leads innovative program development and evaluation efforts through strategic planning, stakeholdercollaboration, data-informed decision-making, and continuous improvement initiatives that enhance programeffectiveness and sustainability.
