Work Schedule: Monday–Friday, 8:00 AM–4:30 PM (37.5 hours/week)

Work Arrangement: On-site only (no remote or hybrid options)

Position Overview:

This position supports the Department for Public Health (DPH) as a Budget Specialist II, assisting with the formulation, execution, analysis, and monitoring of agency budgets. The role focuses heavily on capital project accounting, biennial budgeting, and coordination with internal and external stakeholders to ensure compliance with state and federal fiscal requirements.

Key Responsibilities:

  • Serve as a budget specialist supporting the agency’s centralized budget office.
  • Develop, submit, and monitor annual and biennial budget requests for assigned functional areas.
  • Perform technical accounting duties related to the establishment, analysis, and maintenance of capital projects.
  • Act as liaison with the Finance & Administration Cabinet and Governor’s Office of Policy Management regarding capital projects.
  • Prepare payment documentation and authorization requests for capital expenditures.
  • Assist with preparation and maintenance of the Biennial Executive Budget and Six-Year Capital Plan.
  • Submit and manage budget documents within the state budgeting system, including allotment shifts and appropriation increases.
  • Provide ongoing budget oversight, analysis, reporting, and evaluation, including completion of state and federally mandated reports.
  • Develop policies, procedures, and training related to capital planning, project management, and budget execution.
  • Review program effectiveness and provide recommendations on budgetary and programmatic changes.
  • Coordinate assigned staff efforts related to budget execution and capital planning.
  • Provide technical assistance to management and serve as Pro Card Administrator for the branch.
  • Represent management in meetings with state agencies and other stakeholders as needed.
  • Perform other duties as assigned.

Education & Experience Requirements:

  • Bachelor’s degree from an accredited college or university.
  • Minimum of three (3) years of professional experience in budget administration, financial analysis, forecasting, accounting, auditing, or a related field.
