DescriptionThe Legislative Research Commission provides staff support to the Kentucky General Assembly. This permanent, full‑time position is nonpartisan and requires neutrality in a politically charged environment. Develop expert knowledge of capital project authorization and implementation, capital planning, procurement, leasing, state revolving fund programs, and debt policies. Provide detailed analysis of monthly committee transactions, edit quarterly reporting system data, and staff committee meetings.
Job Duties- Advise agencies on statutory transmittal and reporting requirements for transactions under the committee’s jurisdiction.
- Review agency transmittals for accuracy and prepare and edit staff analyses.
- Edit quarterly reporting system data.
- Develop detailed understanding of fiscal structure, capital budget fund sources, and interactions between agencies and state government branches.
- Analyze biennial capital budget requests and update legislators on important budgetary issues.
- Assist in reviewing budget bills for accuracy and presentation as they relate to capital projects.
- Use LRC budget software to prepare budget bills and documents for assigned subject matter, ensuring accuracy.
- Provide analysis to legislators, analyze legislation, monitor capital spending, and assist special groups, committees, and task forces.
- Review capital expenditures to identify future issues and problems.
- Review capital appropriation modifications.
- Staff committee meetings, edit, and approve minutes.
- Perform other duties as assigned.
Skills and Abilities
- Excellent verbal and written communication skills.
- Ability to develop detailed knowledge of assigned subject matter and interpret federal, state, and local laws, regulations, and precedent.
- Research, analyze, and critically review information to prepare succinct written analysis of complex projects and issues.
- Work independently and collaboratively, maintaining sensitivity to political nuance while prioritizing workloads to meet deadlines.
Education: Bachelor’s degree in business, finance, public policy, or related field.
Experience, training, or skills: Knowledge acquired from a college degree or equivalent training. Added consideration given to experience in capital construction oversight or capital budgeting for an executive branch agency and postsecondary institution.
